On the afternoon of December 1, at the Government headquarters, Comrade Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister chaired the Government Party Committee's Conference on summarizing the work of preventing and combating corruption, waste and negativity during the 13th Party Congress term.
Attending the Conference were Comrade Nguyen Hoa Binh , Politburo member, Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister, Deputy Head of the Central Steering Committee on preventing and combating corruption, waste and negativity; Comrades of the Party Central Committee, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, leaders of ministries, branches, Government agencies, Party agencies, National Assembly, and Vietnam Fatherland Front.

Implementing Plan No. 65-KH/BCĐTW, dated July 11, 2025 of the Central Steering Committee on preventing and combating corruption, waste, and negativity on summarizing the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress term, the Government Party Committee has issued documents to organize the summarization within the Party Committee and the Government, organizing this conference towards the National Conference on summarizing the work of preventing and combating corruption, waste, and negativity.
Detect and handle many particularly serious corruption and negative cases
Reports and opinions at the conference unanimously assessed the results of the fight against corruption, waste, and negativity during the 13th Party Congress term, which were demonstrated in prominent aspects.
Firstly, the Party's leadership in the work of preventing and combating corruption, waste and negativity has made new developments, going deeper, more systematic, synchronous and comprehensive; linking anti-corruption with anti-negativity, focusing on preventing and combating the degradation of political ideology, ethics and lifestyle of cadres and Party members; linking anti-corruption and negativity with anti-waste; determining that anti-waste must have an equivalent position to anti-corruption and negativity; anti-corruption, waste and negativity must go hand in hand with encouragement and innovation, protecting those who dare to think and act, for the common good, effectively serving the tasks of socio-economic development, ensuring national defense and security.
Second, the work of detecting and handling corruption, waste and negativity has been directed and implemented by the Government, the Prime Minister, ministries, branches and localities in a methodical, synchronous, drastic and effective manner.
During the past term, many particularly serious and complicated corruption and negative cases were discovered, investigated and handled strictly, publicly, severely but also humanely by the authorities. Since then, discipline and order have been tightened, screening a team of officials with sufficient qualities, integrity, capacity and prestige to meet the requirements and tasks.

In addition, the Inspectorate has also made many efforts in inspection work, clarifying violations and recommending handling of violations; especially in proposing mechanisms and policies, removing difficulties and obstacles for backlogged and long-term projects, helping to free up resources for socio-economic development, improving the investment environment, and drawing on many experiences in management work in this field.
Third, perfecting institutions in a synchronous and effective manner.
The work of building and perfecting mechanisms and institutions on socio-economic management and preventing and combating corruption, waste and negativity is considered by the Government and ministries and branches as a key, continuous and regular task, implemented synchronously and resolutely right from the beginning of the term.
Recently, the Government submitted to the National Assembly and the National Assembly Standing Committee for approval many important laws and ordinances, and issued 875 decrees, 981 resolutions, and 428 decisions; including decrees on rearranging and handling public assets such as houses and land; Directives on promoting waste prevention and combat, unlocking resources, promoting economic growth, and many resolutions to remove difficulties and obstacles for key projects and works that have been delayed for a long time, causing loss and waste.
Fourth, reorganize the apparatus in conjunction with administrative reform, reduce administrative procedures, and increase transparency.
The Government, ministries, branches and localities have actively carried out the task of restructuring the apparatus, implementing two-level local government, administrative reform, enhancing publicity and transparency, improving the investment and business environment; focusing on completing the implementation of plans to reduce and simplify administrative procedures, considering this an important and urgent task, accordingly, more than 2,000 administrative procedures and more than 2,200 business conditions have been approved for reduction and simplification, helping to save costs of about 26.6 trillion VND/year. On March 26, 2025, the Government issued Resolution No. 66/NQ-CP on reducing and simplifying administrative procedures, setting a target of reducing at least 30% of procedure processing time, 30% of compliance costs and 30% of business conditions by 2025.
Reorganize the inspection apparatus in the direction of reducing intermediaries and focal points. Party committees, authorities, and leaders at all levels have paid more attention to receiving, dialogue, and resolving feedback, recommendations, problems, and concerns of people and businesses; perfecting the infrastructure system, innovating technology and payment methods; building e-Government, digital Government, digital economy, digital society, and a working environment in cyberspace, creating favorable conditions for people and businesses when carrying out administrative procedures, reducing direct contact, and limiting petty corruption.

Fifth, information, propaganda and education work on preventing and combating corruption and negativity has been enhanced and has many innovations.
In recent times, the public disclosure of inspection, examination, audit and handling of major corruption and economic cases has contributed to orienting public opinion and demonstrating transparency in handling corruption. In addition, there is also the role of news agencies, newspapers, journalists, the Fatherland Front, socio-political organizations, and the participation and supervision of the people.
Sixth, investigation agencies, prosecutors, and courts closely coordinate with the Government Inspectorate and other agencies to effectively prevent corruption, waste, and negativity and handle specific tasks.
Must always be vigilant, prevent and repel corruption, waste and negativity.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation and organization of the Conference; basically agreed with the reports and opinions that were dedicated, profound, and responsible; requested the Government Inspectorate to preside over and coordinate with the Government Office and relevant agencies to fully absorb the opinions of the delegates attending the Conference to complete the draft Report and send it to the Steering Committee.

The Prime Minister stated that, looking back at the past term, the outstanding results achieved were due to 5 main reasons:
Firstly, the policy is correct, with high political determination of the Party and State in the fight against corruption, waste and negativity.
Second, the close and decisive leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste, and negativity, headed by the General Secretary.
Third, the efforts, attempts and harmonious coordination of Party committees, Party organizations, ministries, branches and localities, especially agencies and units with the function of preventing and combating corruption, waste and negativity.
Fourth, the inheritance and continuation of the process of fighting against corruption, waste, and negativity persistently, continuously, and steadfastly through many terms and generations, associated with positive results.
Fifth, the consensus and unanimity of the entire Party and people, the participation of the entire political system, the press, media and the entire society, promoting the proactive and positive spirit of agencies and leaders, creating a combined strength in preventing and combating corruption, waste and negativity.
Besides the achieved results, the Prime Minister frankly acknowledged that the work of preventing and combating corruption, waste and negativity still has limitations and shortcomings.
Leaders and heads in some places and agencies have not paid due attention to the position, role and importance of the work of preventing corruption, waste and negativity, which has led to a lack of determination in direction and handling of corruption in a strict and ineffective manner; self-inspection, self-detection and handling of corruption within agencies and units is still a weak link.
Petty corruption, harassment, and negativity in the administrative and public service sectors have not been effectively prevented and repelled. Corruption in some areas remains serious and complicated with increasingly sophisticated manifestations, causing outrage in society.

A number of cadres and party members have the mindset of "doing more makes more mistakes, doing less makes less mistakes, not doing anything makes no mistakes", "it's better to stand before the Disciplinary Council than stand before the Trial Council", leading to working half-heartedly, pushing things around, avoiding, and being afraid of making mistakes.
"Corruption, waste, and negativity are still among the risks threatening the survival of our Party and regime; we must be vigilant, prevent, and repel corruption, waste, and negativity, and not be negligent or lose vigilance," the Prime Minister emphasized.
8 key tasks and solutions in the coming time
In the coming time, the Prime Minister stated that the new development era poses many requirements and tasks for the work of preventing and combating corruption, waste and negativity; it is necessary to thoroughly grasp and strictly implement the direction of General Secretary To Lam: Preventing and combating corruption and negativity must be deployed to the grassroots party and party cells, and must be supervised by cadres, party members and the people.
The Prime Minister requested relevant ministries, branches and agencies to focus on effectively implementing 8 key tasks and solutions.
Firstly, the Government Party Committee continues to identify the work of preventing and combating corruption, waste and negativity as a key, urgent, regular, continuous, and vital political task, closely linked to the work of Party building and rectification, consolidating a clean and strong political system, improving the leadership capacity and fighting strength of Party organizations and Party members; Comrades, members of the Party Standing Committee, Party Committee members, and leaders of ministries and branches focus on leading and directing the timely, synchronous, and effective concretization of the Central Committee's resolutions, directives, and regulations on preventing and combating corruption, waste and negativity, creating high unity in awareness and action throughout the Party Committee.
Second, perfect and resolutely implement synchronously, effectively and efficiently the institutions for preventing and combating corruption, waste and negativity; develop standards, regulations, procedures and processes for performing tasks to contribute to preventing and combating corruption, waste and negativity.
The Government Inspectorate and the Ministry of Finance regularly review and evaluate legal regulations on corruption prevention and control, thrift practice, waste prevention and related legal procedures and regulations to amend, supplement or recommend competent authorities to amend, ensure consistency and uniformity.
Ministries, branches and localities urgently and resolutely review current regulations to continue amending and supplementing them in the direction of clearly defining the responsibilities of leaders in inspecting, detecting and handling corruption and negativity; protecting those who dare to fight, think, do and innovate for the common good; minimizing the negative impact of "interest groups", preventing the risk of corruption and negativity from the very beginning of policy and law making.

Third, proactively prevent, promptly detect, strictly handle acts of corruption, waste, and negativity, and thoroughly recover corrupt and wasteful assets; consider prevention as fundamental, strategic, long-term, and decisive; combat as important, breakthrough, and regular.
The Government Inspectorate focuses on inspecting sensitive areas with a lot of public opinion about corruption and negativity; promptly transfers cases with signs of crime to the investigation agency for strict handling in accordance with the law; ensures timely and strict detection and handling, without forbidden areas or exceptions. At the same time, research to improve the effectiveness of recovering corrupt assets, overcoming difficulties and obstacles in the mechanism of handling evidence, contributing to unlocking resources, putting assets into circulation, avoiding loss and waste.
Fourth, continue to promote administrative reform, especially in the operation of two-level local governments; streamline the apparatus and staff in conjunction with improving the capacity and efficiency of ministries, civil servants, public employees, leadership capacity and fighting strength of party organizations and party members.
Ministries, branches and localities focus on developing and applying science and technology, digital transformation and innovation; promoting decentralization and delegation of power associated with monitoring, inspection, control of power and accountability; and eliminating the "ask - give" mechanism.
Perfecting the organizational structure, building clean and strong agencies and units to prevent and combat corruption, waste and negativity, in accordance with the direction of General Secretary To Lam "Sleek - Compact - Strong - Effective - Effective - Efficient", must prevent and combat corruption and negativity first and foremost and right within the agencies that prevent and combat corruption and negativity.
Fifth, build a team of professional, disciplined, disciplined cadres, civil servants, and public employees who strictly follow administrative regulations, have capacity, qualities, courage, integrity, and transparency, and meet the requirements of the task. Have drastic solutions to rectify and handle the situation of working half-heartedly, avoiding, pushing, and being afraid of making mistakes among cadres and party members, especially leaders and managers at all levels. Effectively use digital transformation tools to promote publicity and transparency, reduce time and compliance costs for people and businesses.
Sixth, promote and improve the quality and effectiveness of propaganda and education work; promote the supervisory role of the Fatherland Front, socio-political organizations, the people and the press in the fight against corruption, waste and negativity. Strengthen the people's supervisory role in the fight against corruption, waste and negativity. Create favorable conditions for people to directly reflect and denounce corruption, waste and negativity. Pay attention to dialogue, promptly handle and resolve people's recommendations, reflections, complaints and denunciations about corruption, waste and negativity.
Seventh, continue to resolve loss-making projects, long-standing important energy projects, forced transfer banks, SCB bank, handle thoroughly, report to competent authorities.
Eighth, continue to propose that competent authorities continue to handle nearly 3,000 backlogged and prolonged projects.
Assessing corruption and negativity as "internal invaders", the Prime Minister stated that this is a long-term, difficult, complicated, and very sensitive struggle. We must always maintain our courage and alertness with a warm heart, a cool head, a revolutionary and offensive spirit, create movements and trends, promote the sense of responsibility and efforts of each collective and individual, create a combined strength and high political determination in preventing and fighting corruption, waste, and negativity, assign "clear people, clear work, clear time, clear responsibility, clear authority, clear products", contributing to improving the leadership capacity and fighting strength of Party organizations and Party members, building a clean and strong political system. Our Party is ethical, civilized, for the people, wholeheartedly serving the people.
