In response to the Prime Minister's request to complete the payment of regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government before October 15, 2025, the Ministry of Finance issued Official Dispatch No. 15917/BTC-KTN urging ministries, branches and localities to urgently implement according to this timeline.

The Ministry of Finance said that in Official Dispatch No. 9801/VPCP-TCCV dated October 10, 2025 of the Government Office , the Prime Minister directed the Ministry of Finance to coordinate with ministries, branches and localities to urgently implement the payment of regimes and policies for subjects who retire early and quit their jobs according to the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP approved by competent authorities before August 31, 2025 but have not been paid, ensuring completion no later than October 15, 2025 in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 195-KL/TW.

To implement this directive, the Ministry of Finance requests ministries, branches and localities to urgently complete the payment of policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, ensuring the time according to Conclusion No. 195-KL/TW.

Regarding payment, the State Treasury is the unit that performs the final procedures of the payment process and payment and disbursement operations. Therefore, the unit only makes payment when it has a complete list of beneficiaries and the budget estimate has been entered into the Tabmis system.

Recently, State Treasury units have been working on holidays, ready to immediately support budget-using units, from inputting and allocating budget estimates on the Tabmis system, as well as checking records and making payments to beneficiaries as soon as the units transfer the records.

The State Treasury affirmed that it will continue to closely coordinate with ministries, branches, localities and budget-using units to complete 100% of the payment of benefits on schedule, to the right subjects and in accordance with regulations, thereby contributing to ensuring the rights of workers, while strengthening people's trust in the social security policies of the Party and State.

The Ministry of Home Affairs said that as of yesterday, October 14, the settlement rate had reached 99.96%. The total number of people who had decided to quit their jobs: 146,846 people. The number of people who had received policies and benefits: 146,782 people. Thus, there were only 64 people who had not received policies and benefits, accounting for 0.04%. Also as of yesterday, 76/78 ministries, departments, branches and localities had completed payment of policies and benefits, reaching 97.44%.
