Speaking at the preparatory session of the 18th Hanoi Party Congress, term 2025 - 2030 on the afternoon of October 15 at the National Convention Center, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the congress will carry out 4 tasks. These are summarizing the implementation of the Party Congress resolution for the term 2020 - 2025 and determining the directions, goals, tasks and solutions for the term 2025 - 2030; discussing and contributing opinions to the draft documents of the 14th National Party Congress; electing the City Party Executive Committee for the term 2025 - 2030; and electing the delegation to attend the 14th National Party Congress.

Regarding the drafting of congress documents, Ms. Hoai suggested that at this congress, delegates continue to research and contribute their intelligence to clarify and illustrate the overall picture, affirm the achievements the city has achieved and the limitations and shortcomings that need to be overcome and corrected. In particular, they recommend and propose breakthrough solutions for the capital to make a breakthrough in the coming time.

Regarding the election of the 18th City Party Executive Committee and the delegation to attend the 14th Party Congress, Ms. Hoai asked the delegates to uphold their sense of responsibility for the common development of the city. The officials elected to the Executive Committee must have good moral qualities, capacity, resilience, dare to think, dare to do, innovate and be creative.

Speaking to the press ahead of the congress, Secretary Bui Thi Minh Hoai said that on August 21, chairing the Politburo 's meeting with the Hanoi Party Committee Standing Committee to give opinions on the draft documents and personnel plan for the 18th City Party Congress, General Secretary To Lam emphasized the need to build an image of a green - smart - livable capital that is attractive both domestically and internationally.

Realizing that spirit, Hanoi has concretized and implemented the 7 strategic resolutions of the Politburo into the capital's practice, setting the goal that by 2030, Hanoi will become a "Cultured - Civilized - Modern" capital, green, smart; a place where cultural quintessence converges, deeply integrated internationally, has high competitiveness, and has a development level on par with the capitals of developed countries in the region...; a peaceful city with happy people.

With a vision to 2045, Hanoi will be a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country. GRDP per capita will reach over 36,000 USD…

To concretize the goal, the city has identified 43 targets by 2030 focusing on economy, society, urban areas, environment and Party building. In particular, the average GRDP growth rate in the period of 2026 - 2030 is expected to reach 11%/year or more; GRDP per capita is expected to be over 12,000 USD; the proportion of added value of the digital economy in GRDP is expected to reach 40%. The Human Development Index (HDI) is expected to reach about 0.88; the Happiness Index (HPI) is expected to reach 9/10; the proportion of trained workers is expected to reach 80% or more...

According to the Secretary of Hanoi, with the spirit of "new vision - new global thinking, capital thinking and Hanoi action", the Political Report presented to the 18th Congress identified 10 groups of key tasks and solutions. In particular, the city will focus on 3 breakthroughs to concretize and be determined to successfully implement the above goals and targets.

On October 16, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term officially held its session with the participation of Party and State leaders. According to the plan, on the first working day, the 18th Executive Committee of the Hanoi Party Committee will be elected.
