Proactively apply science and technology, use means and equipment to monitor and detect forest fires early; promptly organize on-site firefighting forces; maintain watchtowers and strictly control people entering and leaving the forest; promptly inform, forecast and warn of risks.

Improve the effectiveness of forest fire prevention and control in the province; construct, maintain, and repair forest fire prevention and control facilities in key fire-prone areas, prioritizing investment for special-use and protection forest management boards. Monitor changes in forest area according to land use purposes, including: nature reserves, landscape protection areas, watershed protection forests, and forests protecting water sources for local communities, etc.

Forest owners, special-use and protective forest management boards, forestry companies and enterprises, armed forces units, households, individuals, and communities... assigned or leased forests by the State are responsible for strictly implementing their responsibilities in forest fire prevention and fighting and monitoring forest developments according to regulations.
