[Video] Opening of the 1st Congress of Ho Chi Minh City Party Committee

Also attending the Congress were Politburo members, Party Central Committee members, leaders and former leaders of the Party, State and Vietnam Fatherland Front; veteran revolutionaries, Heroic Vietnamese Mothers and 546 delegates representing more than 366,000 party members in the entire Ho Chi Minh City Party Committee.

Speaking at the opening of the Congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that in the past term, despite being heavily affected by the pandemic and global economic fluctuations, Ho Chi Minh City still maintained an average GRDP growth rate of 6.7%/year, GRDP per capita reached more than 8,200 USD, economic scale accounted for more than 23.5% of the country's GDP, contributing over 1/3 of the total national budget revenue.

Speaking at the Congress, General Secretary To Lam praised the dynamism, creativity and efforts to overcome difficulties of the Party Committee, government and people of the city during the past term.

The General Secretary stated that the merger of Ho Chi Minh City with the two provinces of Binh Duong and Ba Ria - Vung Tau is a historic turning point, where the three most dynamic economic poles of the country converge. The Party Central Committee, the National Assembly, the Government and the people of the whole country have high expectations that the new city will become a model "super city", forming new growth drivers, reaching the level of international cities, developing smartly, modernly, with green and sustainable growth.

The General Secretary proposed six key groups of solutions, emphasizing the improvement of specific institutions, the development of green economy and digital transformation, the enhancement of competitiveness, the care of workers' and laborers' lives, and the building of a team of cadres who dare to think, dare to do, and dare to take responsibility for the common good. In particular, Ho Chi Minh City needs to continue to maintain its position as a leading innovation and growth pole in the country.

General Secretary To Lam emphasized that developing Ho Chi Minh City is not only the task of the locality, but also the driving force of the whole country. The General Secretary requested that Ho Chi Minh City take the happiness, satisfaction and trust of the people as the highest measure of leadership effectiveness; focus on solving urgent people's problems such as traffic congestion, environmental pollution, urban planning, housing and quality of public services.

At the Congress, the Central Organizing Committee announced the Politburo's decisions on personnel. Specifically, the Ho Chi Minh City Party Executive Committee for the 2025-2030 term consists of 109 comrades; the Standing Committee consists of 29 comrades. Comrade Tran Luu Quang continues to hold the position of Secretary of the Ho Chi Minh City Party Committee. 6 Deputy Secretaries include: Comrade Le Quoc Phong (Standing Deputy Secretary of the Ho Chi Minh City Party Committee); Comrade Nguyen Van Duoc (Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee); Comrade Vo Van Minh (Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council); Comrade Nguyen Phuoc Loc (Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City); Comrade Dang Minh Thong (Deputy Secretary of the City Party Committee) and Comrade Van Thi Bach Tuyet (Deputy Secretary of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee).
