Accordingly, the Politburo decided to appoint Mr. Tran Luu Quang to hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.
The Politburo announced the City Party Executive Committee for the 2025-2030 term, consisting of 109 members, and the Standing Committee of 28 members. The list of Deputy Secretaries of the City Party Committee was decided to include Mr. Le Quoc Phong, Mr. Nguyen Van Duoc, Mr. Vo Van Minh, Mr. Nguyen Phuoc Loc, Mr. Dang Minh Thong and Ms. Van Thi Bach Tuyet. Mr. Le Quoc Phong was assigned to hold the position of Permanent Deputy Secretary. Among the Deputy Secretaries, Mr. Nguyen Van Duoc is Chairman of the City People's Committee, Mr. Vo Van Minh is Chairman of the City People's Council, Mr. Nguyen Phuoc Loc is Chairman of the City Vietnam Fatherland Front Committee.

Mr. Tran Luu Quang was born in 1967, his hometown is Trang Bang ward, Tay Ninh province. He has a Master's degree in public administration, mechanical engineering and a Bachelor's degree in political theory. In more than 30 years of work, he has held many leadership positions at both local and central levels, holding many important positions before being assigned to lead the Ho Chi Minh City Party Committee. The Politburo's continued trust in him to hold the position of Secretary of the City Party Committee is seen as ensuring continuity in leadership, creating conditions for implementing key tasks and major development programs of the city.
During the 2025-2030 term, Ho Chi Minh City sets a target of an average GRDP growth of 10-11% and strives to reach an average GRDP per capita of 14,000-15,000 USD by 2030. The city also determined to increase the ratio of spending on research and development to 2-3% of GRDP, while allocating 4-5% of the budget to science, technology and digital transformation. With a longer vision towards 2045, Ho Chi Minh City will be among the 100 cities with the best quality of life in the world.
The Congress emphasized that the priority in the 2025-2030 period is to build a better living environment, ensuring development opportunities and health, education and environmental welfare for the people. To realize the above goals, the Executive Committee and the Standing Committee of the City Party Committee are required to urgently develop a specific action program, support policy mechanisms, as well as a roadmap for implementing key projects related to urban development, infrastructure, innovation and digital transformation.
