The Ministry of Construction is seeking comments on the draft Decree amending and supplementing a number of Decrees in the road sector, notably the proposal to decentralize the authority to grant and re-grant international transport licenses to localities.
According to the draft, a series of licenses will be decentralized from the Vietnam Road Administration to the Department of Construction of provinces and cities, including: ASEAN international road transport license; ASEAN intermodal license; GMS international road transport license (GMS).
According to the Ministry of Construction, this decentralization aims to increase local initiative, reduce intermediary steps, shorten the time for licensing procedures, create favorable conditions for businesses, contribute to improving the effectiveness of state management and promote administrative reform in the field of international road transport.
Notably, the draft Decree is considered an important step in the digital transformation roadmap and administrative procedure reduction of the industry.
A notable new point in the draft Decree amending and supplementing Decrees in the road sector is to shorten the time for handling administrative procedures for granting and re-granting international transport licenses, from 2 days to 1 working day, from when the competent authority receives a complete and valid dossier.
This regulation also applies to procedures for extending the circulation time in Vietnam for vehicles of countries participating in the ASEAN Framework Agreement on Cross-Border Road Transport, the GMS Agreement (Greater Mekong Subregion), as well as vehicles of Laos, Cambodia and China.
In addition, the same processing time is applied to the procedures for introducing the issuance of Vietnam - China international road transport licenses, type D, and the issuance and re-issuance of inter-transport licenses between Vietnam - Laos and Vietnam - Cambodia.
Notably, the draft Decree eliminates the direct and postal submission of applications, and stipulates that applications will only be accepted online through the Ministry of Construction’s centralized information technology system. This is considered an important step in the industry’s digital transformation roadmap and administrative procedure reduction.
The return of procedure settlement results is also made more flexible. Accordingly, businesses can receive valid electronic copies via the VNeID application or the Ministry of Construction's centralized information technology system.
For units that need to receive paper copies, the documents will be issued at the one-stop department of the Public Administration Center or sent via postal service.
