Vinh Long: Need to speed up disbursement, create momentum for socio-economic development

(Chinhphu.vn) – On October 14, Governor of the State Bank of Vietnam Nguyen Thi Hong and a delegation of Government members worked in Vinh Long province, assessing the results of socio-economic development in the first 9 months of 2025, discussing solutions to remove difficulties, promote growth and perfect the two-level government.

Positive growth, but disbursement needs to accelerate

On October 14, Comrade Nguyen Thi Hong, Governor of the State Bank of Vietnam - together with the Government delegation including leaders of the Ministries of Finance, Industry and Trade, Agriculture and Environment had a working session with the People's Committee of Vinh Long province.

Also attending were representatives of the leaders of the departments and agencies of the State Bank. On the local side, there were Standing Deputy Secretary of the Provincial Party Committee Ho Thi Hoang Yen, Chairman of the Provincial People's Committee Lu Quang Ngoi, and leaders of the provincial departments and branches.

The meeting focused on assessing the socio-economic development situation, import and export, infrastructure construction, national target programs, progress of public investment disbursement and operation of the two-level government model in Vinh Long.

The report of the Provincial People's Committee shows that in the first 9 months of 2025, GRDP growth reached 6.33%, budget revenue was 16,485 billion VND, reaching 77.1% of the yearly plan, up 9.1% over the same period. Total social investment capital is estimated at 45,252 billion VND, reaching nearly 64% of the yearly plan and up 14.99% over the same period.

Despite the difficult economic situation, with the strong leadership of the Party Committee and the government, and the efforts of businesses and people, Vinh Long has achieved encouraging results. The work of reviewing and removing bottlenecks in production and business has been effectively implemented; import-export and infrastructure investment have changed positively.

However, the progress of disbursement of public investment capital and social housing development is still slower than planned due to procedural and site clearance problems. This is a content the province has committed to continue to resolve in the coming time.

Perfecting the two-level government model, improving service to the people

Regarding the implementation of the two-level government model, the province has issued regulations on the functions, tasks, and organizational structure of agencies, completed the apparatus, assigned tasks, and working regulations, ensuring smooth and stable operations.

The work of resolving policies and regimes for cadres, civil servants, public employees and workers affected by the organizational reorganization has been well implemented; at the same time, the province has arranged to supplement the missing professional personnel, completed the facilities and equipment for public service, and ensured quick and transparent administrative services for the people.

Regarding banking activities, the State Bank of Vietnam Branch 14 has promptly implemented the instructions of the Governor and the Provincial People's Committee to credit institutions, contributing to stabilizing deposit interest rates, reducing lending interest rates, and supporting businesses and people in accessing capital.

As of September 30, 2025, total mobilized capital reached VND 165,782 billion, an increase of 8.84% compared to the end of 2024; outstanding loans reached VND 175,267 billion, an increase of 4.33%. Credit quality is guaranteed, focusing on production and business, priority areas and local strengths.

Speaking at the meeting, Governor Nguyen Thi Hong highly appreciated the efforts of the Party Committee, government and people of Vinh Long province, especially in the context of many fluctuations in the world economy.

The Governor said that, implementing the direction of the Prime Minister, Government member - Governor of the State Bank of Vietnam has closely coordinated with ministries and branches to remove difficulties, handle problems and review local recommendations before and after the merger.

In the coming time, the domestic and international context will face many challenges, but also open up many new development opportunities. The working group requested the province to continue promoting the achieved results, synchronously deploying socio-economic development solutions, aiming for a growth target of 8% in 2025 and double digits in the following years.

At the same time, the Governor emphasized that the province needs to speed up the disbursement of public investment, develop infrastructure, increase effective access to credit and perfect the two-level apparatus to better serve the people.

For the province's proposals and recommendations, the Working Group will synthesize and coordinate with ministries and branches to report to the Prime Minister, ensuring timely handling, in accordance with reality and regulations.
