
Associate Professor, Dr. Nguyen Duy Bac - Deputy Director of the Ho Chi Minh National Academy of Politics said that after nearly 20 years of implementing Resolution 11-NQ/TW of the Politburo on women's work in the period of promoting industrialization and modernization, reports of the Party and State have shown that Vietnam has not yet met the targets on the rate of women participating in leadership and management in the public sector. The rate of female cadres participating in Party committees and People's Councils at all levels has increased but is still low compared to the requirements, not commensurate with the great potential of women of all classes.
Implementing the Party's guidelines on female cadre work, the Mekong Delta provinces have recently effectively implemented female cadre work in the spirit of Resolution No. 11-NQ/TW of the Politburo and Directive 21-CT/TW of the Secretariat on continuing to promote women's work in the new situation. Women here not only participate in cultural and social activities, participate in economic development but also actively participate in political activities. After the merger, many provinces still ensure a high level of female participation in leadership and management such as Vinh Long and Dong Thap.

However, through research and surveys, the participation of women in leadership and management positions in some provinces is still limited, and some provinces even have no female officials holding senior positions in departments, branches and sectors. Some barriers in traditional culture and society's perception of the role of women in the family are still the reasons why women participating in leadership and management at all levels face many difficulties.
Associate Professor, Dr. Nguyen Duy Bac emphasized that the workshop is an opportunity to more deeply recognize and evaluate the current situation of female cadres participating in Party committees in the Mekong Delta in recent times, thereby advising the Party and State on initiatives and solutions to implement gender equality in the political field as set out in the Party's Resolutions and the National Strategy on Gender Equality for the 2021-2030 period.

The workshop focused on discussing and clarifying the results achieved in implementing the Party's Resolutions on female cadre work in general and female cadre work in Party committees and authorities at all levels in particular in recent times. The advantages and difficulties in implementing the Party and State's directives, resolutions and policies on female cadre work in practical conditions at all levels and sectors, especially in the context of two-level local government and streamlining the payroll.
From the practice of the Mekong Delta, leaders of authorities at all levels, socio-political organizations and comrades directly involved in organizing cadres in provinces and cities have clarified the barriers in the development of female cadres participating in leadership and management in general and participating in government at all levels in particular; the role of heads of Party committees in building a team of female cadres participating in government leadership and management; proposed breakthrough and synchronous solutions to increase female cadres participating in government leadership and management at all levels, towards the 14th National Congress of Delegates.

Deputy Standing Secretary of Vinh Long Provincial Party Committee Ho Thi Hoang Yen said that up to now, the number of female cadres, civil servants and public employees in the political system from the province to the grassroots level accounts for 35.4%; 25/31 provincial agencies and units have female cadres in leadership; 59/124 wards and communes have female cadres in the Standing Committee and Standing Committee of Party Committees. In addition, female delegates in the National Assembly Delegation of Vinh Long province account for 41.18%; the Provincial People's Council accounts for 28.57% and the People's Councils of communes and wards account for 26.19%. The work of creating sources and planning female cadres at all levels in the province has been gradually implemented in a systematic manner. The source of female cadres planned for leadership and management positions ensures the quantity and quality according to regulations. The first Congress of Vinh Long Provincial Party Committee, term 2025-2030, identified one of the breakthroughs of the term as "Developing high-quality human resources, especially human resources for key economic sectors; strongly innovating cadre work; building a team of leaders and managers with qualities, capacity, strategic thinking; daring to think, daring to do, daring to take responsibility for the benefit of the people", to build Vinh Long to develop quickly and sustainably. In particular, developing a team of female leaders and managers is always considered a key task by the province.
