Many applications for scientific research funding lack the commercialization part.

According to the National Foundation for Science and Technology Development (NAFOSTED - Ministry of Science and Technology), project dossiers requesting support for scientific and technological research from 2026 lack clear development and commercialization plans.

Mr. Le Dinh Hanh, Deputy Director of NAFOSTED said: Implementing the provisions of the Law on Science , Technology and Innovation, the Fund has organized 6 rounds of calling for proposals for tasks according to priority research directions in line with the State's orientation. The total number of applications received is 1,654; the total number of applications proposed for funding is 346 topics, accounting for more than 20%.

Mr. Le Dinh Hanh, Deputy Director of NAFOSTED, answered questions from reporters of Tin Tuc and Dan Toc newspaper.

Through preliminary review, most of the dossiers meet the conditions on subjects and validity according to current regulations; some dossiers have good ideas, clear orientation and closely follow priority technologies. However, the quality of dossiers is not uniform; many dossiers lack evidence of the capacity of the host organization, the commercialization development plan is unclear, the registered products or research proposals do not meet the requirements; the explanation lacks description of the objectives, methods and especially the products; some dossiers do not clearly show the application address for the applied research task.

In addition, the Fund noted that some dossiers did not fully update their scientific background, did not complete the contents according to the instructions, or did not present the research roadmap and expected results. These limitations reflect the differences in research and development capacity and technology absorption capacity among domestic organizations.

The Fund will continue to coordinate with research units, institutes, universities and enterprises to guide and support organizations in completing their dossiers, ensuring that the selection process is carried out publicly, transparently and in accordance with regulations.

Regarding this issue, Deputy Minister of Science and Technology 2025 Bui Hoang Phuong said: After the Law on Science, Technology and Innovation was issued, since then, there have been newly issued decrees and circulars with new updated points. Therefore, the Fund continues to organize seminars and communicate to update new regulations to guide units to register to receive support.
