Attending the workshop were leaders from the Ho Chi Minh City Department of Culture and Sports, the University of Social Sciences and Humanities - Vietnam National University Ho Chi Minh City; leaders from the People's Committees of wards, communes, and special zones of Ho Chi Minh City; representatives from the Cultural and Sports Service Supply Center, the Cultural and Sports Center, the Culture - Information and Sports Center; the Culture, Sports and Broadcasting Center; the Culture - Sports and Tourism Center of wards, communes, and special zones in the city; scientists, researchers, scholars, lecturers interested in the field of culture and sports, and universities and research institutes in the city.

The workshop further clarified theoretical issues, the position, role, and function of cultural and artistic institutions at the grassroots level, as well as their current operational status after the implementation of the two-tiered government system. It also involved consulting feedback from agencies, units, managers, experts, and those working in the cultural and artistic field regarding the implementation of policies and resources for the development of cultural and artistic institutions in line with the practical conditions of the locality.
Through this, we will advise and propose solutions to overcome existing shortcomings and limitations, and improve policies and laws on investment, construction, management, and use of grassroots cultural and sports facilities, aiming to develop and enhance the quality and effectiveness of the cultural and sports facility system, thereby contributing to improved state management in Ho Chi Minh City.

Speaking at the workshop, Mr. Vo Trong Nam, Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, said: “Ho Chi Minh City currently has 38 Cultural and Sports Centers transferred from former district-level centers and more than 175 Community Cultural and Sports and Learning Centers scattered throughout wards, communes, and special zones in the city. This is a crucial time for us to reorganize a more modern, synchronized, and effective system of cultural and sports institutions. However, it also presents many challenges, including an inconsistent organizational model, scattered and deteriorating infrastructure, insufficient human resources, inadequate financial mechanisms, inadequacies in inter-ward and inter-commune coordination mechanisms, and many units not fully utilizing their functions to serve the community.”
Mr. Nam emphasized: “Today's workshop is of great importance. We are not only assessing the current situation and identifying difficulties, but also aiming for a larger goal: determining the governance model, policy mechanisms, and solutions so that grassroots cultural and sports institutions truly become 'centers of cultural and sports activities for the community' in accordance with the practical situation of Ho Chi Minh City after the merger of provincial-level administrative units.”
According to Mr. Nam, the workshop contributed to generating important arguments and new suggestions for building new operational models, new approaches, and effective solutions for the cultural and sports institutions system in Ho Chi Minh City. This will be the basis for the city to focus resources, innovate management, and strongly promote the value of the "soft infrastructure" institutions for sustainable development.

According to Mr. Luu Van Quyet, Vice Rector of the University of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City, with 34 papers submitted to the conference, this introductory report summarizes six major topics, while also analyzing prominent trends, key issues, and suggesting research areas and policies that need further discussion. This serves as a basis for the conference to conduct exchanges, critiques, and propose feasible solutions for the next phase.

In his presentation "Grassroots Cultural Institutions - the Foundation for Implementing the Ho Chi Minh Cultural Space," Mr. Nguyen Minh Nhut, Deputy Head of the Culture and Social Affairs Committee of the Ho Chi Minh City People's Council, emphasized that building the Ho Chi Minh Cultural Space is one of the contents and requirements set forth by the City Party Congress (2020-2025) and will continue to be implemented by the First Ho Chi Minh City Party Congress (2025-2030 term), in conjunction with the comprehensive development of an advanced Vietnamese culture imbued with national cultural identity.
From the perspective of a researcher, Mr. Huynh Quoc Thang - lecturer at the Faculty of Cultural Studies, University of Social Sciences and Humanities - Vietnam National University Ho Chi Minh City - believes that in the current two-tiered government system in Ho Chi Minh City, cultural institutions, although having different roles and positions, all share equally important functions. At the macro level (City level), these institutions are comprehensive, specialized institutions serving tourism, and all function like "factories" operating in an industrial "large-scale production" style, while simultaneously representing the cultural "face" of the city.

Meanwhile, micro-level cultural institutions (at the ward, commune, and grassroots unit levels) play the role of directly organizing cultural activities, acting as "cells" in the cultural life of the city, connected to various daily and regular social environments.
In his concluding remarks at the workshop, Mr. Vo Trong Nam, Deputy Director of the Ho Chi Minh City Department of Culture and Sports, stated that the workshop had recorded many insightful, multifaceted, and highly practical exchanges of opinions. The results of today's workshop will serve as important data and a scientific basis for the Ho Chi Minh City Department of Culture and Sports to advise the City People's Committee on the development of the "Overall Development Plan for the System of Grassroots Cultural and Sports Institutions until 2035".
