The armed forces of Vinh Long province are also not out of that flow, proactively and resolutely implementing digital transformation to modernize management, command, training and combat readiness, meeting requirements and tasks in the new situation.
Proactively and resolutely implement digital transformation
Immediately after the Politburo issued Resolution No. 57-NQ/TW and the Central Military Commission issued Resolution No. 3488-NQ/QUTW on digital transformation in the Army, the Party Committee and Military Command of Vinh Long province identified this as both an urgent and long-term task, one of the pillars in innovation, improving the overall quality and combat strength of the provincial armed forces.
The Party Committee and the Military Command of Vinh Long province have organized extensive study, dissemination and propaganda to 100% of officers and soldiers to unify awareness, clearly identify the role and importance of digital transformation; issue specialized leadership resolutions, develop specific plans, clearly assign people, tasks, and implementation roadmaps, ensuring closeness to reality and sustainable effectiveness.

“Digital transformation in the provincial military is considered one of the three key tasks for the 2025-2030 period. Therefore, we focus on reviewing all internal administrative procedures, ensuring legality, synchronization, and compliance with digital transformation requirements; perfecting regulations on management of officers and soldiers in the context of information technology and digital transformation; doing a good job of propaganda, creating a strong change in awareness and responsibility of leaders and commanders in implementing administrative reform associated with digital transformation. The provincial Military Command also invests in digital infrastructure: Upgrading the internal network, data center; training digital skills for officers and soldiers, especially the team of Party committees, commanders and units directly processing electronic documents; gradually moving towards 100% of documents being processed, signed and approved in a safe and secure military environment,” said Colonel Tran Minh Trang, Commander of the Vinh Long Provincial Military Command.
Innovation - the driving force behind digital transformation
In the spirit of "going one step ahead, doing one thing firmly", agencies and units in the Vinh Long Provincial Military have strongly launched the emulation movement for innovation and digital transformation, including the model of "Digital Education for the People", helping officers and soldiers improve their IT skills and digital skills, gradually mastering management software and operating modern technical equipment.
Lieutenant Colonel Tran Dat Danh, Chief of Office of the Military Command of Vinh Long province, shared: “We have advised the Head of the Military Command of the province to invest in information equipment systems, data transmission lines, install security software, and register personal digital signatures for the Head of the Military Command of the province and commanders of agencies and units. For non-confidential documents, 100% of them are required to be drafted, issued, received, and stored in the digital environment; signed documents must be fully implemented in accordance with regulations.”
At the same time, the document department at the Military Command of Vinh Long province also effectively implemented the "3 no" principle: Do not issue paper documents when they are eligible for digital signature; do not process documents outside the system; do not let information leak in the network environment. Thanks to that, the management, operation, reporting, and information exchange between the Military Command of the province and its affiliated units are increasingly fast, accurate, transparent, confidential, and economical.
Efficiency from digital transformation
In practice, the application of software for managing documents, electronic records, and digital signatures has helped shorten work processing time, minimize errors, and increase security.
Captain Nguyen Viet Tung, a clerical staff of the Vinh Long Provincial Military Command Office, said: “The digital transformation application has helped us shorten the document processing time from several hours to just a few minutes. The signing, approval, sending, receiving, and searching of documents are all done quickly and accurately, ensuring military secrets, thereby contributing to improving the effectiveness of direction, command, and operation of the Party Committee and the Provincial Military Command.”
It is known that from July 1 to now, the rate of sending electronic documents at the Military Command of Vinh Long province has reached more than 94%, personal digital signature documents have reached more than 88% and information security and network security have reached 100% for computers connected to the military network. Along with that, the Military Command of the province has promoted administrative procedure reform, linking the responsibility of the head with the implementation results; improving information technology capacity for the staff, ensuring synchronization with the digital transformation roadmap of Military Region 9 and the Ministry of National Defense.

The initial results in digital transformation have created an important premise for the Vinh Long Provincial Military to continue implementing new contents in the coming period.
“Digital transformation is a key task, both a driving force and a breakthrough solution to build a comprehensively strong, exemplary and typical Vinh Long Provincial Armed Forces. This is also a step to concretize the policy of the Party, the Central Military Commission, the Ministry of National Defense and Military Region 9 on building a revolutionary, disciplined, elite and modern Army,” Colonel Tran Minh Trang affirmed.
