Housing supply increases but prices remain high
In the third quarter of this year, the total supply of newly launched apartments in Hanoi reached more than 10,300 apartments, an increase of 10% compared to the same period last year. Although the number of apartments has begun to increase and is no longer scarce, the paradox is that prices have not decreased.
According to CBRE, the average primary selling price has exceeded VND90 million/m2, 14% higher than the previous quarter. Projects with prices of VND60 million/m2 or more have appeared in the market, but in areas far from the center such as Dan Phuong or in the neighboring province of Hung Yen . From now until the end of the year, the supply is expected to continue to increase. Since the beginning of October, two social housing projects in Hanoi have announced the time to receive applications. One project will start receiving applications from October 1, the other project will receive applications from the beginning of November. The selling price ranges from VND18.4 million to nearly VND30 million/m2, only 1/3 compared to commercial apartments.
According to experts, the emergence of social housing projects will have some impact on the apartment market in the coming time. Especially when many projects offer high prices, but are under pressure as transactions slow down, due to exceeding people's ability to pay.

Removing obstacles and promoting the implementation of social housing
Implementing the Prime Minister 's direction on investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030, many localities across the country have started many social housing projects. However, in the implementation process, there are still many problems leading to slow construction progress, not meeting the actual needs of the people, so localities are focusing on removing difficulties to promote the implementation of social housing.
The XH1 Social Housing Project in Area C - An Van Duong New Urban Area, Hue City was started in March 2025 but pile driving was only started in September this year. The reason for the delay is that the investor encountered some problems in the procedure process.
Mr. Nguyen Duc Hai - General Director of Phu My Thuong Investment Joint Stock Company said: "There is a procedure step that is currently stuck, which is granting a land use right certificate for the project. Due to the conversion from a 3-level government to a 2-level government, there are many confusions about the process and personnel, so up to now, the project has not been granted a land use right certificate."
This year, in Hue City, there are 4 social housing projects being implemented, expected to provide more than 1,270 houses. However, the number of people registering to buy social housing is increasing, so many people in need still do not own social housing.
Ms. Dang Thi Minh Nguyet - Thuan Hoa Ward, Hue City shared: "Currently, I have submitted documents to buy a social apartment for my son. I hope this project will be completed soon so that I can have an apartment for my son to settle down in the future."
Mr. Le Van Thanh - Deputy General Director of Cotana Capital Investment and Development Joint Stock Company commented: "We see that there are still some problems, specifically identifying the subjects to buy social housing as well as verifying the income of subjects registering to buy social housing is still difficult, leading to the confirmation process at the ward and commune taking a long time and not being effective".
Social housing projects in Hue City are currently facing a number of obstacles, mainly in site clearance, slow issuance of land use right certificates and complicated procedures for bank loans to implement the project. Therefore, local authorities and relevant agencies are urgently removing obstacles to speed up the implementation of social housing.
Mr. Le Toan Thang - Deputy Director of Hue City Department of Construction commented: "Currently, we are focusing on shortening the procedures, coordinating with investors to review and shorten the process. The Government has issued Resolution 201 and Decree 192 which are very open for investors to access social housing. This is one of the open directions that the Government has implemented in the past time and the Department is also focusing on guiding investors in the area in this direction".
Owning a house with a price suitable for the income of workers is the dream of many people, especially those with low income. Therefore, localities need to have more drastic solutions to remove obstacles, promote the implementation and completion of social housing to help workers soon own a house and stabilize their lives.
