Vice Chairman of the Provincial People's Committee Phan Trong Tan chaired a conference to remove difficulties in land management.

On October 13, comrade Phan Trong Tan - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee worked with the leaders of 3 communes of Luong Son, Lien Son, Cao Duong to remove difficulties and obstacles in land management; compensation, support, resettlement when the State reclaims land and implement the project to enrich and clean up the land database. Also attending the working session were leaders of the departments and branches: Agriculture and Environment, Construction, Finance, Office of the Provincial People's Committee, Hoa Binh Regional Land Fund Development Center.

Currently, the People's Committee of Luong Son commune is implementing site clearance (GPMB) in the area for 63 projects with a total area of ​​over 807 hectares, the number of households affected by the project is about 6,141 households, individuals and organizations. The commune has cleared 429/807 hectares, accounting for about 53.2% of the area. Compensation and support payments have been made to 3,220/6,141 households.

After more than 3 months of implementing the two-level local government, Luong Son commune has received more than 100 households' records in the land sector; carried out the auction of land use rights, and bid to select investors for 20 housing projects. In addition, the commune has received and resolved 147 petitions related to land complaints.

In Lien Son commune, the land acquisition and clearance is currently being implemented for 24 projects with a total area of ​​139.5 hectares. However, from July 1, 2025, all projects have not been implemented yet because the documents have not been handed over from the old Luong Son District Land Fund Development Center.

Leaders of Lien Son Commune People's Committee reported on difficulties in implementing land procedures in the commune.

In Cao Duong commune, there are currently 8 projects implementing compensation, support and resettlement. Since the two-level local government came into operation, the commune has received 232 applications for granting land use right certificates, land revocation and land use purpose conversion. However, the issuance of new land use right certificates is facing difficulties due to problems in handing over related documents and files.

To carry out the campaign to enrich and clean up the land database, the communes have deployed propaganda to all villages and hamlets in the area so that people can grasp it; continue to collect data and coordinate with the Branch of the Land Registration Office and the Land Management Department to ensure the progress set out.

At the meeting, representatives of the People's Committees of the three communes proposed a number of current difficulties and shortcomings such as: The legal system on land, compensation, support, and resettlement is still overlapping, constantly changing, and very difficult to apply. The State's land price framework regulations are still lower than the market price; the implementation of land declaration, inventory, and determination of conditions for land compensation and support is difficult because households do not have land use right certificates, due to changes in property compensation unit prices, changes in inventory standards; determining the origin of land is difficult because cadastral records and land maps are still inconsistent and incomplete...

Concluding the working session, Vice Chairman of the Provincial People's Committee Phan Trong Tan praised the efforts of the commune authorities in the State management of land in the past time and requested to perfect the regional Land Fund Development Center (LDF), with branches below to carry out the task of land acquisition and clearance. The Provincial People's Committee Office was assigned to advise and soon organize a conference on the work of perfecting the LDF Centers. The communes take the lead role in the land acquisition and clearance work, the Land Registration Office and branches will temporarily remain as they are now under the one-level office mechanism, and the communes will coordinate to carry out the tasks.

Regarding the policy of land allocation, land lease, and land recovery, Vice Chairman of the Provincial People's Committee Phan Trong Tan requested to follow the correct procedures and strictly comply with legal regulations. He also discussed, clarified and directed to remove difficulties and obstacles in some related contents, and requested departments and branches to guide and closely coordinate to help the commune resolve existing shortcomings.
