Check the progress of the Hoa Binh Regional Link Road project

On the afternoon of October 13, comrade Quach Tat Liem - Member of Provincial Party Committee, Vice Chairman of Provincial People's Committee inspected the construction progress and compensation, support and resettlement work of the Hoa Binh - Hanoi Regional Linking Road project and Son La Expressway (Hoa Binh - Moc Chau).

Attending the meeting were leaders of departments and branches including the Provincial People's Committee Office, Department of Construction, Department of Agriculture and Environment; Hoa Binh Regional Project Management Board, Hoa Binh Regional Land Fund Development Center and leaders of the People's Committees of communes and wards: Ky Son, Luong Son, Nat Son, Muong Dong and Kim Boi.

The delegation directly inspected many sections and construction sites of the project in the above-mentioned 5 communes and wards, and listened to reports on the progress and difficulties and problems in the project implementation process.

The inspection team inspected the construction progress at km28, the Regional Link Road project.

According to the report, the Hoa Binh - Hanoi regional connecting road and Son La (Hoa Binh - Moc Chau) expressway (hereinafter referred to as the Regional Connecting Road project) is invested by the Hoa Binh Regional Project Management Board. The project is over 49km long with a total investment of VND 4,120 billion, including 02 sections: Section 1 from Kim Boi commune connects to the planned Hoa Lac - Hoa Binh expressway axis in Ky Son ward; the section from Ky Son ward connects to Da Bac commune.

Up to now, the contractor has constructed the route with a total construction value of over 509 billion VND, equivalent to 30.56% of the contract value. The site clearance along the entire route has reached 23.5/32km (about 75%). Of which, Muong Dong commune has the highest handover rate with 5.54/6.13km (82.05%).

The accumulated capital allocated to implement the Regional Link Road project to date has reached over VND 2,303 billion. The capital allocated in 2025 alone is nearly VND 1,057 billion, of which the disbursement in 2025 to date is over VND 117.6 billion, reaching 11.13%. The accumulated disbursement to date has been over VND 1,353.7 billion, reaching 58.78%.

Based on the actual construction situation and reports from the supervision consultants, in the recent past, the contractor's construction organization has not met the plan, leading to slow construction progress. The Management Board has regularly inspected and urged the construction progress, requiring the construction unit to urgently arrange machinery and human resources to ensure the project's progress.

Due to the impact of the interruption of site clearance work after the merger of two-level authorities, the Investor has reviewed the project capital disbursement plan and registered to adjust the 2025 capital plan to the 2026-2030 period by over VND 727.6 billion. The adjusted 2025 capital plan is over VND 329 billion.

At the meeting, representatives of units and localities raised many issues that need to be resolved such as instructions on building resettlement areas; reports on verifying the origin of land use in the locality; overlapping and incorrect cadastral maps and the lack of synchronization in land data compared to actual use; and at the same time, made proposals and recommendations to speed up the project's progress.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Quach Tat Liem directed departments, branches and units to focus on speeding up the progress of land acquisition and clearance; communes and wards to coordinate with the Land Fund Development Center to compare the map with reality; complete the inventory and handover to finalize the compensation plan on October 17. Continue to propagate, mobilize and remove obstacles for some households, and may apply coercive measures if they still do not comply with the law.

Review and adjust cases of incorrect records, with public announcements in accordance with procedures and regulations; complete early land allocation procedures for resettlement support; agree on the plan to supplement funding for road construction for households instead of the resettlement plan. The Vice Chairman of the Provincial People's Committee emphasized: Units and localities need to focus highly to complete site clearance in November 2025.
