Completed quite comprehensively the goals and tasks
Delivering the political report at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030 on the morning of October 14, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the past term, despite facing many difficulties and challenges, the Party Committee, government and people of Ho Chi Minh City have promoted the tradition of solidarity, pioneering, dynamism and creativity, successfully implementing the goals and tasks of the Resolution of the 13th National Party Congress and the Resolution of the Party Congress for the term 2020-2025 with quite comprehensive results.
GRDP in 2025 is estimated at 3.03 million billion VND, an increase of more than 1.5 times compared to 2020, accounting for 23% of the country's GDP. GRDP per capita is estimated at 220 million VND, 1.7 times higher than the whole country.
The economic growth rate in 2025 is expected to reach 8.5%. State budget revenue in 2025 is expected to reach 800,000 billion VND, reaching 120% of the central government's estimate, accounting for 1/3 of the total national budget revenue.
The Chairman of the Ho Chi Minh City People's Committee said that during the past term, the city continued to maintain its position as a major economic center of the country, with an outstandingly developed ecosystem of services, tourism, industry, logistics, startups, and innovation, converging the country's leading institutional and digital governance platforms.
Ho Chi Minh City also made strategic breakthroughs, removing many bottlenecks such as implementing Resolution 31 of the Politburo, Resolution 98/2023/QH15. Proposing and implementing the project to develop an international financial center, urban railway system, Can Gio international transit port, Free Trade Zone (FTZ) and Con Dao special economic zone.
At the same time, actively and proactively deploy synchronously the 7 strategic resolutions of the Politburo in various fields and initially achieve some positive results...
3 strategic breakthroughs
However, the political report also pointed out that there were still some shortcomings and limitations in the past term. These were the growth model, infrastructure, and regional connectivity that were not yet synchronized. Ho Chi Minh City faced urgent social problems such as the rich-poor divide, the development gap between localities, environmental pollution, traffic jams, and flooding that had not been effectively resolved, and the security and order situation that posed potential risks.
The role, responsibility, pioneering spirit and exemplary role of a number of cadres and party members are not high, discipline and administrative discipline are not really strict...
The main reasons are that the awareness, capacity, leadership, direction, and management level at many levels and in many sectors are not really up to the task. Decentralization, authorization, assignment, and coordination between sectors and levels are still slow and lack synchronization. Some problems and backlogs that have been there for many years have not been completely resolved, causing difficulties and long-term consequences.
According to the Chairman of the Ho Chi Minh City People's Committee, the political report towards the 100th anniversary of the Party's founding (2030), Ho Chi Minh City will become a civilized, modern city, a center of innovation, dynamism, integration leading the country's industrialization and modernization, with a prominent position in Southeast Asia, in the top 100 global cities, worth living and having the world's innovation ecosystem, in the high-income group. The vision to the 100th anniversary of the country's founding (2045) is to be in the top 100 best cities in the world, worthy of being an international megacity of Southeast Asia.
To realize that vision, Ho Chi Minh City has set out 30 key targets. The political report also sets out 3 strategic breakthroughs, including: policies, institutions; infrastructure; human resources. In particular, Ho Chi Minh City will focus on proposing to supplement and amend Resolution 98/2023/QH15. Piloting the autonomous urban model in the city after implementing a 2-level government.
Ho Chi Minh City will also promote regional connectivity through the external transport system. Develop the urban railway system and seaport system. Upgrade and expand Con Dao airport. Dredge and renovate the canal, river and stream systems. Renovate houses along canals and old apartment buildings, develop social housing. Promote smart transport systems, green transport, associated with solutions to sustainably protect the environment.
The city will also comprehensively and substantially reform the education and training system. Implement specific mechanisms and policies on training, attracting, rewarding and retaining talents in key areas. Build an ecosystem of training, research and startups. Build a public service KPI system as a basis for selecting talents for the apparatus, meeting the new development situation.
10 key task groups and solutions
The political report sets out 10 groups of tasks and key, specific solutions. In particular, Ho Chi Minh City continues to innovate the growth model, restructure the economy towards taking science, technology and innovation as the main driving force, promote the digital transformation process, comprehensive green transformation, develop a knowledge-based, creative economy, and be able to participate in the global value chain.
Reconstructing the development space according to the multipolar - integrated - hyper-connected mindset, mobilizing all investment resources to build a synchronous, civilized and modern infrastructure system for Ho Chi Minh City. Accordingly, the orientation is to form "3 regions - 1 special zone - 3 corridors - 5 pillars".
Ho Chi Minh City also focuses on building and comprehensively developing Vietnamese culture - Ho Chi Minh City is advanced and imbued with national identity. Continue to invest in building Ho Chi Minh City into a major center of education and training of the whole country, fundamentally and comprehensively innovating education and training; improving the quality of human resources.
Protect, care for and improve the health, stature, longevity and quality of life of the city's people. Manage and effectively use resources, protect the environment, promote green transformation, and proactively respond to climate change. Strengthen leadership and direction of national defense and security. Strongly promote the role of the people as the subject, socialist democracy and the strength of great national unity.
Synchronously carry out the tasks of building a rule-of-law state, perfecting the organization and apparatus, building a streamlined, effective and efficient Ho Chi Minh City government, building and rectifying the Party and the political system.
Building a contingent of party members and cadres at all levels, especially leaders, who truly have the qualities, capacity, solidarity, exemplary, dynamic, creative, dare to think, dare to do, dare to break through, and dare to take responsibility for the common interest.
