Moving from “right direction” to “right and sufficient results”

The report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly , presented by Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha at the 50th Session of the National Assembly Standing Committee, showed that voters and people highly appreciate the effectiveness of the 2-level local government model.

Accordingly, the Party and State have been very active and proactive in promulgating policies, guidelines and organizing the implementation of institutions and policies on the organization and operation of local governments; promptly guiding and removing difficulties and obstacles at the local level.

The Party committees and authorities at the provincial and communal levels have been proactive, creative, and flexible in directing and operating, and determined in organizing and implementing decentralized tasks, gradually improving the efficiency, effectiveness, and performance of local authorities at two levels.

The results achieved, as General Secretary To Lam pointed out, are that this revolution has "moved from "right direction" to "right and sufficient results", measurable and verifiable, the results achieved are not only felt but must enter the material and spiritual life, social activities of each street, hamlet, village, each family, each individual.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh affirmed that the implementation of the two-level local government system has initially gone very well. However, she suggested that the Government should soon complete regulations on job positions and have a salary reform policy for commune level. At the same time, supplementing work fees, ensuring that they are suitable to local conditions, and creating favorable conditions for public housing so that officials and civil servants can work with peace of mind.

Appreciating the efforts of the Ministry of Public Security and the police sector in ensuring security, order and social safety, Chairman of the Delegation Work Committee Nguyen Thanh Hai stated that the police force has accepted many comments from the National Assembly Standing Committee.

In fact, individuals have contributed to the public disclosure and regular updates of scammers' tricks on mass media so that people know and avoid them. The Chairman of the Delegation Work Committee also said that scammers' tricks are very sophisticated and change every day. These tricks have been informed and propagated by the police force, and there are in-depth analysis articles in the press... Along with that, at press conferences, the Ministry of Public Security has provided specific information on the direction of the fight as well as the cases that have been handled, showing a very strong mark of the police force.

Concerned about school violence - an issue that still worries voters, Chairman of the Committee Nguyen Thanh Hai pointed out, "The phenomenon of students grabbing a teacher's hair and holding her head at Dai Kim Secondary School (Hanoi) is extremely worrying, showing disrespect and violence towards teachers, greatly affecting the educational environment."

The Chairman of the Delegation Work Committee requested the People's Aspirations and Supervision Committee to monitor the implementation of Circular No. 19/2025/TT-BGDDT regulating rewards and discipline for students. Accordingly, are the forms of student discipline that only include warnings, apologies, and writing self-criticism appropriate? We demonstrate humanity and education before deterrence, but with the current alarming situation, it is necessary to consider whether the content of the Circular is still suitable for reality or not, and whether it has ensured the improvement of students' ethics and lifestyle or not? Along with that, there should be timely rewards for good behavior of students.

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong stated that in the Report synthesizing opinions and recommendations of voters and people sent to the Tenth Session, it is necessary to supplement recommendations on job positions, salary reform, training and retraining for communal-level cadres to meet the requirements and tasks in the new situation. At the same time, there should be early guidance on decentralization of investment management, budget allocation, and ensuring material and financial facilities for communal-level authorities to continue performing their assigned tasks.

“Supplementing the assessment of the implementation of Circular No. 19/2025/TT-BGDDT regulating rewards and discipline for students; fraud, kidnapping, food safety and hygiene, although there have been many drastic solutions, online fraud, kidnapping, food safety and hygiene are still concerns of the people”, Vice Chairman of the National Assembly Tran Quang Phuong noted.
