Nghe An deploys key solutions to better serve people and businesses

After more than 3 months of operating the 2-level local government model, Nghe An province has proactively deployed many synchronous solutions to promote administrative reform, improve the effectiveness and efficiency of State management, and better serve people and businesses.

Nghe An province has set out 8 goals, 33 tasks and 6 key groups of solutions in administrative reform to suit this model. Up to now, the whole province has completed 25/33 tasks, reaching 75.8% of the plan. All departments, branches and commune-level People's Committees have issued specific plans for implementation, ensuring unified and timely leadership and direction.

The Provincial People's Committee has revised and supplemented the set of criteria for evaluating and ranking administrative reforms to suit the reality and characteristics of the new model. The Provincial People's Committee regularly disseminates and requires agencies, units and localities to focus on digital transformation, enhance the application of information technology, and clearly define the responsibilities of leaders to ensure smooth and effective operations. The working groups established by the Chairman of the Provincial People's Committee continue to promote their role in urging, inspecting, removing difficulties, and improving the quality of direction and operation throughout the administrative system.

The work of controlling and supervising the reception and processing of online records has been strengthened. Currently, 100% of administrative procedures under the province's management authority have been announced, integrated and synchronously publicized on the National Public Service Portal and the Provincial Administrative Procedure Information System. Nghe An recommends that central ministries and branches soon complete the connection and sharing of data between systems to avoid duplication, reduce operating costs and improve work efficiency.

The province has approved a plan to simplify 73 administrative procedures in many fields such as: finance (21 procedures), agriculture and environment (9 procedures), internal affairs (5 procedures), culture - sports - tourism (7 procedures), construction (10 procedures)... The goal in 2025 is that 100% of administrative procedures related to enterprises will be performed online, smoothly, transparently, and the requirement for providing documents will be minimized.

In particular, from July 21, 2025, Nghe An will exempt 100% of fees and charges for many administrative procedures performed through the Online Public Service Portal such as: business registration, construction permit, selection and recognition of mother trees, parent tree gardens, seed forests... to encourage people and businesses to use online public services at a high level.

At the grassroots level, 100% of communes and wards have established Public Administration Service Centers, with adequate staff and equipment, ensuring regular operations. Many localities maintain the models of “Saturday for the People” and “Sunday for the People”, supporting the elderly and disadvantaged people to handle procedures outside of office hours, which is highly appreciated and agreed upon by the people.

Besides the achieved results, Nghe An still has some difficulties and limitations such as: Facilities and information technology infrastructure in remote areas are not yet synchronized; technological skills of a number of officials and civil servants are still limited; inspection and supervision of administrative reform effectiveness in some localities are not yet substantial.

It is known that in 2025, the People's Committee of Nghe An province has approved the abolition and replacement of 510 administrative procedures; including the reduction of licenses, the removal of unnecessary regulations and administrative procedures that are barriers to production and business activities of domestic and foreign enterprises and investors as well as people's lives. This aims to shorten at least 40% of the time to handle administrative procedures compared to current regulations, reducing at least 30% of business costs (compliance costs).
