
In implementing Resolution No. 68-NQ/TW of the Politburo and Resolution No. 198/2025/QH15 of the National Assembly on the development of the private economy, the Chairman of the People's Committee of Ho Chi Minh City requested departments, agencies, and localities to study the "Business Confidence Report 2025" of Committee IV, focusing on removing obstacles and supporting businesses to expand production and enhance competitiveness.
The City People's Committee directed the strengthening of civil servant training to ensure continuous provision of public services; intensified inspections of public service, and strict handling of officials who harass businesses. At the same time, it called for a review and streamlining of procedures for investment, construction, fire safety, and environmental impact assessment; and the deployment of online public services at levels 3 and 4 so that businesses can complete procedures entirely on digital platforms.
The city encourages the establishment of online information channels via Zalo and websites, and the development of a business feedback system to disseminate policies promptly, facilitate two-way dialogue, and ensure transparency. Departments and agencies are required to publicly disclose the list of investment projects, socio-economic development plans, and sectoral plans on digital platforms, making it easier for businesses to access information.
Develop strategies and plans for the development of the private economy; review the eligibility criteria for interest rate subsidies under Resolution No. 09/2023/NQ-HĐND; implement the plan to improve the Provincial Competitiveness Index (PCI) for the period 2025–2030. Develop investment incentive policies and support businesses in technological innovation, automation, and digital transformation to improve productivity and reduce costs.

The city will also promote trade, diversify markets, and propose expanding FTA negotiations with potential markets; support businesses in accessing new markets, participating in trade fairs and exhibitions, and connecting with trading partners. At the same time, it will strengthen control over counterfeit goods, smuggled goods, and unfair competition.
Simultaneously, the Department of Industry and Trade will organize short-term training courses on product design, business management, and international integration; and effectively operate digital platforms such as shared databases, B2B trading platforms, and online exhibition platforms. The Department will continue to propose preferential credit and export risk insurance policies; implement a program to develop four key industries, three traditional industries, and add new industries based on local advantages.
In addition, the Ho Chi Minh City Tax Department proposed a mechanism for extending, postponing, and reducing taxes and fees for small businesses and household businesses undergoing transformation; the State Bank of Vietnam's regional branch II coordinated to expand preferential credit, considering unsecured loans based on tax payment results and handling of bad debts in the CIC (Credit Information Center).
With synchronized solutions ranging from administrative reform and capital support to technological innovation and trade promotion, Ho Chi Minh City affirms its determination to build a transparent and favorable investment environment, creating momentum for the strong development of the private sector and making a greater contribution to the city's sustainable growth.
