Presenting the Political Report at the Congress, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the theme of the 18th City Party Congress is: "Promoting the thousand-year tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and breaking through in the new era; developing a civilized, modern and happy Capital".

Exemplary in implementing the Central's policies and decisions

Promoting the achievements of 40 years of innovation, potential, strengths, with the tradition of solidarity, bravery and creativity, the Party Committee, government and people of the Capital have strived to overcome all difficulties and challenges, successfully implementing the Resolution of the 17th Congress, basically achieving and surpassing the targets, of which 4 targets were completed 1 to 2 years early.

The City Party Committee has focused on leading the work of building a clean and strong Party organization. The Hanoi Party Committee has been exemplary in streamlining the apparatus of the political system... The capital's economy continues to develop, with an average GRDP growth of 6.57%, 1.1 times higher than the whole country; the scale is about 63 billion USD, 1.4 times higher than in 2020, accounting for 12.6% of the whole country...

The city Party Committee sets a goal that by 2030, Hanoi will be a "Cultured - Civilized - Modern" Capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, has high competitiveness, and has a development level on par with the capitals of developed countries in the region...

Vision to 2045: Hanoi Capital is a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita reaches over 36,000 USD.

Implement 3 development breakthroughs

In the new term, the Hanoi Party Committee will carry out three development breakthroughs: Building and perfecting the capital's development institutions; developing, exploiting and effectively using high-quality human resources and attracting talents; and developing a modern, smart and connected infrastructure system.

The political report has proposed 10 groups of key tasks and solutions in the 2025-2030 period, including: Building and perfecting institutions and specific policies for the development of the Capital; establishing a new growth model, promoting industrialization, modernization, and strongly developing the private economy; strongly promoting science, technology, innovation, and comprehensive digital transformation in all fields; building a Smart City, taking people and businesses as the center, the subject, the main resource and driving force; implementing planning; managing and developing urban and rural areas; protecting the environment, exploiting and using resources effectively.
