Cai Rang ward Youth Union members support people in performing administrative procedures at the ward's Public Administration Service Center.
Immediately after operating the 2-level local government model, Cai Rang Ward Youth Union established a "Digital Education for the People" team, assigning 2-3 members each day to support the Ward Public Administration Service Center in guiding people in performing administrative procedures (TTHC). The young people assisted people in pressing the registration number, guiding them in filling out declarations, installing digital applications and registering for online public service accounts.
Cai Rang Ward Youth Union has also established a community digital technology team with 30 members. The team is responsible for deploying, guiding and supporting people to access community digital utilities. Many people, especially the elderly, expressed their satisfaction when young people supported them to carry out administrative procedures at the Ward Public Administration Service Center.
Ms. Nguyen Thi Thuy in Area 5, who came to the Center to complete procedures for transferring land use rights, shared: "I was assisted by union members in dialing a queue number, being guided to the transaction counter, filling out the declaration form and how to pay the fee... Thanks to that, I completed the application, submitted it to the civil servant for quick reception and processing."
According to Mr. Tran Minh Tien, Secretary of the Ward Youth Union, in order to support the effective operation of the 2-level local government model, the ward's youth continue to promote propaganda and guide people to digital transformation, especially the use of online public services and cashless payments.
In Phu Loi ward, youth union members actively participate in administrative reform, especially digital transformation models. Typically, in response to National Digital Transformation Day (October 10), the ward Youth Union coordinated with the ward Public Administration Service Center to organize a community digital skills training course, with the theme "Digital Key - One-stop shop close to the people" for union members, youth and members of the community digital technology team in the area. Young people were guided by reporters to install, activate and retrieve passwords on the VNeID application; integrate personal documents; practice submitting online applications for the procedure "Confirming marital status" and guided on how to perform online public services at the Smart Kiosk.
According to the leader of Phu Loi Ward Public Administration Service Center, every day, the unit receives 70-100 administrative procedure files. Besides the efforts of civil servants and public employees, the active support of union members and youth has contributed to improving the quality of service to people and businesses.
Young people in localities in the city have many creative ways to participate in administrative reform. Typically, Thoi Hung Commune Youth Union sent members to "go to every alley, knock on every door, and guide people on digital skills" in response to the National Digital Transformation Day, organized by the Commune People's Committee and socio-political organizations. As a result, more than 1,600 people were instructed to install cashless payment applications. Ninh Kieu Ward Youth Union coordinated with the Ward Vietnam Fatherland Front Committee to mobilize the donation of 14 smartphones to poor households, helping people have access to online public services to do paperwork or make cashless payments. Some youth union organizations organized to take the elderly and people without means of transportation home after completing administrative procedures; volunteered to work extra days on Saturdays and Sundays to support the public administrative service center in receiving and processing people's documents.
According to Mr. Nguyen Huu Nghia, Standing Deputy Secretary of the Can Tho City Youth Union, the youth union members are regularly trained and equipped with skills, thereby supporting people to quickly access and use online public services; at the same time, applying science and technology in managing and coordinating volunteer activities and in implementing models and tasks to participate in digital transformation. Youth Union chapters at all levels will continue to promote their role as a "bridge" for digital transformation at the grassroots level, actively supporting local authorities in implementing the 2-level local government model smoothly and effectively.
