Ho Chi Minh City in the new term - Part 3: Identifying 'bottlenecks' to break through in the new era

According to the Ho Chi Minh City Party Committee, in the overall period of 2020 - 2025, three localities in the new Ho Chi Minh City (including the old Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau) have achieved many milestones in infrastructure, digital transformation, science and technology and human resources. However, there are still structural "bottlenecks" that make growth not really sustainable, investment efficiency is not commensurate with potential, and international competitiveness is still limited. Therefore, clearly identifying bottlenecks to remove them is considered a prerequisite for a breakthrough development cycle of the key urban - industrial region in the South.

Great motivation, multi-dimensional pressure

The draft Political Report of the 1st Congress of the Ho Chi Minh City Party Committee affirms that in the new term, Ho Chi Minh City will continue to be the economic locomotive of the country. However, the City also recognizes that it is still facing structural and systemic challenges such as narrow development space, overloaded infrastructure, rapid population growth, flooding, environmental pollution, prolonged traffic congestion... which are reducing the competitiveness of the city.

In addition, the rate of mobilizing social resources for development investment is still low, industry has not made a breakthrough in productivity - quality - efficiency, and production chain linkages are still loose. Some competitiveness indexes such as PCI, PAR Index, SIPAS have had a period of decline, clearly reflecting the feelings of people and businesses about public procedures and services.

Binh Duong is a "bright spot" in industrialization and FDI attraction, but it still mainly relies on processing, is labor-intensive, and has low added value; there is a lack of high-quality human resource training centers and adequate social infrastructure, while the innovation capacity of small and medium-sized enterprises is still limited.

Ba Ria - Vung Tau, with its advantages of deep-water ports and sea tourism, has not yet made a strong breakthrough. Regional connectivity and value chains are still weak; the marine economy, supporting industries and creative services have not yet formed a large enough ecosystem. Although the Cai Mep - Thi Vai port cluster is internationally competitive, its rear connections are still fragmented, and its logistics system and digital infrastructure are incomplete.

According to economic expert, Dr. Tran Minh Duc, the bottleneck of Ho Chi Minh City is not only in infrastructure but also in “coordination thinking”. Therefore, in the next term, Ho Chi Minh City needs to shift from administrative linkage to real economic - technological - labor linkage, taking the Ho Chi Minh City region as the core of national innovation and finance - logistics. Only then can each locality in the region promote its own advantages without separating from the common ecosystem.

From a leadership perspective, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that the problem does not lie in the lack of resources but in the way of organization, operation and coordination. Accordingly, Ho Chi Minh City has been proactively reviewing the entire integrated planning, developing a multi-center urban area with regional connectivity. The city clearly identified three breakthroughs: traffic infrastructure - digital - human resources; perfecting a specific urban financial mechanism and building a creative administration, taking people and businesses as the center of service.

According to Mr. Nguyen Van Duoc, the City is proposing that the Central Government complete the decentralization system and delegate more power to quickly handle issues of social housing, health care - education and climate change adaptation. "We must consider challenges as a driving force for change. The new Ho Chi Minh City must become a model of effective urban government, linking economic development with social security and culture," the Chairman of the Ho Chi Minh City People's Committee emphasized.

According to economic experts, if Ho Chi Minh City solves institutional and infrastructure bottlenecks, the Ho Chi Minh City - Binh Duong - Ba Ria Vung Tau region will become a strategic growth pole of the Southeast region, with the role of a financial - industrial - logistics - tourism center of the ASEAN region.

Building a creative urban government, taking efficiency as the measure

Ho Chi Minh City is entering a new stage of development with the requirement of ensuring growth rate while improving the quality of governance and urban life. According to Secretary of the City Party Committee Tran Luu Quang, building an urban government today is not only about improving the apparatus but also about comprehensively transforming leadership thinking, operating methods and public service culture.

“Efficiency must be the most important measure in all activities of the apparatus. We cannot develop with the old model, we need to boldly innovate, experiment with institutions, dare to think, dare to do, dare to take responsibility for the common good,” affirmed Secretary of the City Party Committee Tran Luu Quang.

Accordingly, the City clearly identified three core principles: firmly upholding the leadership of the Central Government, maintaining discipline and solidarity, and taking the people as the center. Along with that is the task of building a team of key officials with mettle, capacity, and international management skills; perfecting a modern, honest, and service-oriented administration. The urban government must truly be an action-oriented government, not evasive or stagnant, then the socio-economic development of Ho Chi Minh City will develop more strongly.

According to Mr. Duong Anh Duc, Head of the Propaganda and Mass Mobilization Department of the City Party Committee, Ho Chi Minh City also identified the human factor as the root of reform. Without an elite and honest civil service team, there cannot be a creative government. Currently, the City is implementing a mechanism to evaluate officials based on output results, protect those who dare to do, and strictly handle cases of stagnation and evasion. In addition, the role of people, businesses and the press in monitoring policies is quite important to build a transparent, responsible and closer-to-the-people administration.

On that basis, the City focuses on four synchronous "lock-unlock" solution clusters. Accordingly, Ho Chi Minh City will "unlock" institutions, promote decentralization and controlled authorization; deploy flexible financial mechanisms and "sandboxes" for the fields of digital transformation, digital finance, smart logistics, and green urban areas. At the same time, Ho Chi Minh City also "unlocks" strategic infrastructure by completing belt routes, metro, dedicated railways and inter-regional logistics corridors, effectively connecting Cai Mep - Thi Vai port cluster with Binh Duong - Dong Nai industrial parks.

Ho Chi Minh City also "unlocks" the motivation of businesses - human resources - procedural reform, raising the standards of digital public services; develops a startup - innovation ecosystem; and at the same time builds a vocational training and university network according to international standards associated with R&D centers.

Finally, Ho Chi Minh City will "unlock" urban space, accelerate the TOD model around metro stations, develop a chain of ecological urban areas along rivers and coasts, invest heavily in social housing, hospitals, schools, and apply IoT and AI in energy, water, waste, and flood management.

In addition, to operate the urban government model effectively, according to the Secretary of the Ho Chi Minh City Party Committee, the City needs a special mechanism commensurate with the level of a "regional super city", where the role of the economic, financial, scientific - technological and innovation center of the whole country converges. "That mechanism is not a "privilege" but a special responsibility to help the City be more proactive in decentralization, authorization, financial management and flexible organization. When the government has enough creative capacity, society has enough consensus and businesses have enough trust, Ho Chi Minh City will not only develop rapidly but also develop sustainably and humanely, worthy of being a model of a livable city in the region", Secretary of the City Party Committee Tran Luu Quang said.

According to economic experts, the period 2025 - 2030 will be a pivotal period for Ho Chi Minh City to begin forming a model urban government - dynamic, effective, honest, and serving. When the institution is unlocked, infrastructure and human resources develop together, the Ho Chi Minh City government will become a model for a modern urban governance model, creating a driving force to spread to the entire Southeast region and the whole country.
