Hue urgently deploys measures to safely operate lakes and dams and respond to heavy rains.

It is forecasted that from October 19 to 24, due to the influence of the tropical convergence zone with an axis passing through the Central region, combined with cold air strengthening to the East and disturbances in the upper East wind zone, the mainland area of Hue city is likely to experience a widespread heavy rain, which may last until the end of October; at sea, there will be strong winds, big waves, and rough seas.

The City Civil Defense Command requested units managing and operating irrigation and hydroelectric reservoirs to urgently and seriously implement reservoir operations to ensure water levels according to regulations. Develop specific operating and regulation plans according to forecasted rain scenarios, especially for heavy rain situations from October 20 to the end of October 2025, in order to proactively plan reasonable operations, both ensuring reservoir safety and contributing to flood reduction for downstream areas.

Units and localities regularly inspect and detect locations at risk of landslides along lake banks, upstream and downstream areas of key works; proactively prevent landslides on hillsides and river banks downstream of dams and spillways, which limit flood drainage capacity and threaten the safety of project operations in all situations.

In addition, units and localities strengthen coordination in notifying and warning about reservoir operations with authorities and people in downstream areas; review disaster response plans, check communication systems, means and equipment for rescue work; proactively arrange forces, materials, means, equipment and backup logistics, ready to respond when incidents, prolonged floods or isolation occur.

On the same day, the Hue City Civil Defense Command issued an official dispatch to sectors and localities on proactively responding to heavy rains from October 20 to the end of October 2025. This agency requested sectors and units to proactively monitor the developments of heavy rains; review and update plans to prevent and combat natural disasters caused by heavy rains, floods, and landslides according to the "four on-the-spot" motto (command, forces, means, logistics); promptly direct and deploy response measures, avoid being passive and surprised.

Communes and wards strengthen propaganda work, instruct people to proactively respond to prolonged floods; proactively stock up on food, drinking water, essential items, and spare batteries; prepare evacuation plans, ensure the safety of family lives and property; urgently review and update response plans for each type of natural disaster according to the "four on-site" motto; pay attention to areas at high risk of flooding, flash floods, and landslides. Check and guide the reinforcement and safety of aquaculture areas, especially cages and rafts on rivers, lagoons, and ponds and lakes; proactively develop plans to protect livestock and ensure safety for livestock farms; protect unharvested crop areas; preserve goods at traditional markets and production facilities in low-lying areas with the risk of local flooding.

On October 15, Binh Dien Hydropower Reservoir adjusted to increase the flow rate regulated through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes of about 120 - 200 m3/s; the time to gradually increase the flow rate started at 2:00 p.m. the same day.
