
In his opening speech, Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa said that by the end of 2024, Hanoi will be one of six localities nationwide that will no longer have poor households. Before March 1, 2025, the poverty reduction sector belonged to the Department of Labor, War Invalids and Social Affairs; after the organizational restructuring according to Resolution No. 18, this task was transferred to the Department of Agriculture and Environment.
Currently, the Department has received a team of specialized staff to carry out new tasks. According to the 2-level local government model, poverty reduction work is carried out at the commune level, under the responsibility of the Economic Department.
According to Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa, due to the nature of the work, many officers who previously worked in the field of labor - war invalids and social affairs are now working at the Department of Culture and Social Affairs, so the current poverty reduction team is mostly new officers who need professional training. The workshop is an opportunity for units to exchange experiences, overcome difficulties, and propose solutions to improve the effectiveness of poverty reduction work in the coming time.

In recent times, Hanoi has always paid attention to poverty reduction. The city has issued specific policies with its own poverty standards, about 30% higher than the national standards. In the period of 2022-2025, many important resolutions have been implemented, such as Resolution No. 17/2021/NQ-HDND, Resolution No. 09/2021/NQ-HDND and Resolution No. 06/2023/NQ-HDND, focusing on supporting poor and near-poor households through monthly subsidies, health insurance, tuition fees and livelihood diversification projects; the lives of farmers in the capital are constantly improving; the average income in rural areas in 2024 will reach 74.3 million VND/person, an increase of 19.3 million VND compared to 2020; the rate of people participating in health insurance will reach 95.25%; 100% of households use clean water, of which 95% have access to centralized clean water systems.
At the workshop, delegates focused on discussing the process of reviewing poor households, solutions for livelihood development, social security, and prevention of re-poverty. Mr. Cao Duc Son, an expert from the Institute of Strategy and Policy on Agriculture and Environment (Ministry of Agriculture and Environment) proposed to complete the multidimensional poverty standard for the period 2026-2030, adding criteria on the environment, sustainable employment, resilience to risks due to climate change, while diversifying livelihoods, promoting vocational training, shifting rural labor, startups, and developing the digital economy.

Concluding the workshop, Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa emphasized that poverty reduction is an important political task, directly related to vulnerable groups in society. Deputy Director of the Department of Agriculture and Environment Nguyen Dinh Hoa requested communes and wards to promptly establish a Steering Committee to review poor households, clearly assigning responsibilities to each department, office, and officer in charge. The Department of Agriculture and Environment continues to coordinate with sectors and localities to advise the City People's Committee to implement the Sustainable Poverty Reduction Plan for the period 2026-2030 immediately after the Government issues the new poverty standards.
