To make our Party truly ethical and civilized

From today, Nhan Dan Newspaper opens the column "Contributing opinions to the draft documents to be submitted to the 14th National Party Congress" to convey intellectual and dedicated opinions to contribute to the draft of these documents.

Right from the beginning of his search for a way to save the country, leader Nguyen Ai Quoc - Ho Chi Minh clearly realized that the revolutionary cause "First of all, there must be a revolutionary Party", "Only when the Party is strong can the revolution succeed, just as the helmsman must be strong for the boat to run. If the Party wants to be strong, it must have an ideology as its core, everyone in the Party must understand and follow that ideology. A Party without an ideology is like a person without intelligence, a ship without a compass"[1].

Socialism is the theory of Marxism-Leninism, the goal and noble revolutionary ideal of socialism and communism, and the aspiration to move towards a good, fair, happy and civilized society.

Along with emphasizing that revolutionary theory has a decisive significance in the nature of a genuine party, leader Nguyen Ai Quoc - Ho Chi Minh also proposed 23 points on the qualifications of a revolutionary. These are the revolutionary ethical standards of a revolutionary and are generalized into the standards of a revolutionary party - the vanguard leading the struggle of the class and the nation.

In the history of human development, like culture, ideology, religion, law, and ethics, they also belong to the category of social consciousness, playing a very important role in transforming social existence and promoting the development of human society.

Ethics is constantly developing, reflecting the progress in human awareness of behavior, personality, and lifestyle. Ethics recognizes the development of community and class awareness, so ethics has community, national, and class characteristics. There are ethics of slave-owning, feudal, bourgeois, and proletarian classes.

V. Lenin clearly stated that the morality of the proletariat is communist morality. That morality serves the revolutionary struggle of the proletariat. “That morality is what contributes to the destruction of the old society of the exploiters and contributes to the unity of all the working people around the proletariat which is creating the new society of the communists”[2].

President Ho Chi Minh emphasized the role of revolutionary ethics, humanity, justice, intelligence, bravery, and integrity. That is the root of the revolutionary Party and revolutionary people. “That ethics is not a conservative ethics. It is a new ethics, a great ethics, it is not for personal fame, but for the common interests of the Party, of the nation, of humanity”[3].

In building a truly revolutionary Party, Ho Chi Minh paid special attention to ensuring the correctness of the Party's Platform and guidelines, improving the Party's theoretical level, education level, intelligence, leadership capacity, organizing practical activities, and being closely attached to the nation, class and people, while at the same time making efforts to train and cultivate revolutionary ethics, and eliminating individualism, because individualism is the root of all diseases that weaken and destroy the Party's leadership.

The morality of the proletariat is communist morality.

In the conditions of the ruling Party, cadres and party members holding positions and powers must strive to practice revolutionary ethics. In 1960, Uncle Ho affirmed: "Our Party is ethical and civilized" [4].

After nearly 40 years of renovation, our country has achieved great achievements of historical significance in politics , economy, culture, society, national defense, security, foreign affairs, and has constantly improved people's lives. Party building has always been identified as a central and key task, and personnel work is the key to Party building.

Along with the success in building, rectifying and improving the Party's leadership and governing capacity, there are still some limitations, including the degradation of political ideology, ethics and lifestyle of a number of cadres and Party members and manifestations of "self-evolution" and "self-transformation" within the Party.

The historical mission of leadership and governance of the Communist Party of Vietnam in the new period is very heavy and glorious, requiring the Party to pay special attention to Party building and rectification, and improving the Party's leadership capacity and fighting strength.

The draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party clearly stated: "Strengthening the building, rectification, and self-renewal so that our Party is truly ethical and civilized, raising the level and improving the effectiveness and efficiency of the Party's leadership, governance, and fighting strength". Strengthening the Party's building in terms of ethics, the draft Political Report proposed: "Research and continue to perfect the theory of Party building in terms of ethics, building a Party that is truly "ethical and civilized" in the new situation".

In order for our Party to be truly ethical and civilized as Uncle Ho wished and worthy of the people's trust, the Party Central Committee and the Politburo have proposed fundamental and synchronous policies and solutions, constantly perfecting revolutionary standards and ethics, cultivating intelligence, and promoting the honor and responsibility of the Party, of each cadre and Party member before the country and the people.

These solutions need to continue to be implemented in the coming time. Continue to promote the implementation of Directive No. 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle in a more profound, systematic and practical manner. The Party, the country and the people of Vietnam are proud to have Uncle Ho, the great national hero, an outstanding cultural celebrity. He left our Party and our people a special ideological legacy and a bright moral example.

Ho Chi Minh's thought orients the goals and methods of the revolution, helping our Party and people go in the right direction and achieve victory. Ho Chi Minh's morality is a lifelong struggle and sacrifice for the revolutionary cause of the Party, for the people's aspirations of national independence and socialism.

That morality is to always put the interests of the nation and people above all else, first of all "Putting public service first", resolutely opposing individualism.

Ho Chi Minh's ethics are diligence, thrift, integrity, impartiality, indifference to wealth, and no material desire.

That morality is humility, simplicity, preserving the Party's reputation, and considering honor as sacred.

Ho Chi Minh's morality is love for the people, for humanity, for humanity, living with love and meaning, being close to the people, in harmony with the people, understanding and truly serving the people. Those basic contents of Ho Chi Minh's morality need to be reflected on and studied daily by all organizations in the political system, all cadres, party members and people.

On May 9, 2024, the Politburo issued Regulation No. 144-QD/TW on revolutionary ethical standards of cadres and party members in the new period, including 5 points: Patriotism, respect for the people, absolute loyalty to the Party and the Fatherland; bravery, innovation, creativity, integration; diligence, thrift, integrity, impartiality; solidarity, discipline, love, responsibility; exemplary, modest, self-cultivation, lifelong learning.

These are basic, systematic contents, highlighting the nature, virtues, personality and qualifications of communists in new conditions, which need to be recognized and acted upon by cadres and party members.

That is also the basis for strengthening revolutionary ethics education in party organizations and the political system. Raising the awareness of self-cultivation and training of revolutionary ethics of each cadre and party member is closely linked to the responsibility of setting an example.

Currently, the Party emphasizes self-reflection and self-correction to prevent and guard against mistakes and failures. Serious and sincere self-criticism is a noble quality of a communist. The Party Central Committee emphasizes the responsibility of setting an example for cadres and party members at all levels and in all fields of activity.

The higher the position and rank, the more important it is for people to set an example: Implement revolutionary ethical standards and a clean lifestyle; be responsible and effective in performing assigned tasks; study throughout life, improve education and intelligence, master science and technology, constantly innovate and create; respect and practice the laws and policies of the State. Self-training, self-cultivation and the responsibility to set an example are fundamental and important issues.

A truly ethical and civilized revolutionary Party must necessarily converge all noble revolutionary ethical values following Uncle Ho's example, fostering patriotism, humanity, loyalty, honesty, solidarity, innovation, and creativity, while improving qualifications, intelligence, awareness, and correctly applying objective laws, upholding pure internationalism, combining national strength with the strength of the times for a strong, prosperous, civilized, and happy Vietnam in the new era.
