
According to the Government's Submission, the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development was developed to promptly, fully and effectively institutionalize the viewpoints, goals, tasks and breakthrough solutions stated in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; creating a specific and outstanding legal corridor for the Government, ministries, branches and localities to synchronously and drastically implement from 2026.
From there, focus on removing major bottlenecks in institutions, human resources, finance and administration, effectively unblocking and mobilizing all resources, creating new momentum and development space for the entire education sector. Promote real university autonomy, improve the quality of human resource training, especially high-quality human resources in strategic technology fields, meeting the requirements of industrialization, modernization and sustainable development of the country.

The Draft Resolution stipulates a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development, allowing for different applications from the provisions of current laws within a defined scope, subject and time limit; at the same time, it stipulates monitoring, evaluation and summary mechanisms to serve as a basis for future legalization.
The Draft Resolution consists of 11 Articles, of which Article 1 stipulates the scope of regulation and applicable subjects; Article 2 stipulates the principles for applying a number of specific and outstanding mechanisms and policies in the field of education and training; Articles 3 to 8 stipulate 6 basic policy groups; Article 9 stipulates the organization of implementation; Article 10 stipulates transitional provisions; Article 11 stipulates implementation provisions.

At the meeting, the Standing Committee of the Culture and Social Affairs Committee agreed on the necessity, purpose and viewpoint of drafting the Resolution. The issuance of the Resolution has sufficient political and legal basis to create a legal framework, mechanisms and outstanding policies to help remove bottlenecks, obstacles and difficulties in practice, creating momentum for breakthrough development in education and training.
The draft Resolution has basically institutionalized all the Party's viewpoints, policies and guidelines on education and training, especially the new viewpoints and policies in Resolution No. 71-NQ/TW. Regarding the scope of regulation and subjects of application, the Committee basically agrees with the provisions in Article 1; agrees with the structure of the draft Resolution; and agrees with the principle of selecting the content of the 6 key policy groups mentioned in the draft Resolution.
However, the Standing Committee of the Committee recommends that the drafting agency continue to review to prescribe truly breakthrough and outstanding mechanisms and policies, focusing only on fundamental and core issues that need to be implemented immediately but have not been stipulated in legal documents or are different from the provisions of current laws and have not been amended or supplemented in this period to promptly resolve practical difficulties and shortcomings.
In particular, it is proposed not to include in the draft Resolution the contents that are already included in the draft Laws on amendments, supplements and replacements in the field of education that are being submitted to the National Assembly for consideration and approval at the 10th Session (October 2025); consider not to stipulate in the draft Resolution contents of a directive and administrative nature.
The Standing Committee of the Committee found that the draft Resolution dossier was carefully and meticulously prepared, ensuring that all documents were complete as prescribed in Clause 5, Article 51 of the Law on Promulgation of Legal Documents. The Committee agreed with the Government's proposal to submit the draft Resolution to the National Assembly for consideration and approval according to the simplified procedures and order, and approved according to the one-session process to quickly institutionalize and implement special and outstanding mechanisms and policies in accordance with the spirit of Resolution No. 71-NQ/TW.

At the meeting, delegates highly appreciated the efforts of the Drafting Committee in drafting the Resolution. Many opinions also focused on the following contents: management and development of human resources in the education sector; finance for education and training; incentives and investment in education and training; programs, contents and policies for education development; digital transformation, development of science, technology and innovation in education and training...
According to Chairman of the Committee for Culture and Society Nguyen Dac Vinh, the education sector is simultaneously amending three laws on education and training, and there are also laws in other fields being amended. Therefore, it is necessary to follow the principle that any content that can be specified will be stipulated in the laws, and anything that is not general enough, not of legal scope, and needs a specific mechanism will be included in the Resolution.
Although the draft Resolution was proposed in an urgent context, it needs to be carefully researched and processed. Chairman Nguyen Dac Vinh emphasized the need to make the content of the draft Resolution more specific and clear, avoiding generalities. The draft needs to focus on clarifying specific, outstanding issues and key development policies, such as financial investment, land funds for education, etc. to ensure the Resolution is passed and implemented with the best results.
