MSc. Do Cong Lung - Head of the Information and Documentation Department of the National Library of Vietnam said that in the context of the whole country strongly implementing the national digital transformation program, the library sector - with the role of a center for accumulating, preserving and disseminating knowledge - is facing an urgent need for comprehensive innovation to meet the increasingly diverse, profound and flexible needs of users.
In particular, in the period from 2021 to 2025, the Vietnamese library industry has been making clear changes to adapt to the digital age, in which the National Library of Vietnam holds a key and pioneering position.
As the central library of the whole country and a public service agency under the Ministry of Culture, Sports and Tourism, the National Library of Vietnam not only performs the function of depositing and preserving national documentary heritage but also takes on the responsibility of leading, providing professional support, technology and training for the public library system nationwide.
Therefore, in the digital transformation process of the library industry, the National Library of Vietnam is not only a "pioneer" but also a "model", responsible for setting standards, guiding development and spreading effective practices.
However, the digital transformation process is not simply a change in tools or digitalization techniques, but a comprehensive innovation process, requiring the National Library of Vietnam to restructure the organization, renew the service model, expand information resources and improve user experience in the direction of digitization, personalization and connecting open academic spaces. The problem is not only "how to digitize documents" but "how to bring digital documents to users quickly, conveniently, friendly and with deep value".

According to MSc. Do Cong Lung, the National Library of Vietnam is the central library of the country and the largest document center serving research, education, culture and innovation. In recent years, implementing Decision No. 206/QD-TTg of the Prime Minister: Approving the "Digital transformation program of the library sector to 2025, with a vision to 2030", the National Library of Vietnam has proactively developed an action plan in the direction of: Digitalizing knowledge - modernizing operations - personalizing services - connecting data.
The strategic vision of the National Library of Vietnam does not stop at "transforming library activities" but rather "transforming into a national digital knowledge center", contributing to building a digital government - digital society - digital citizens.
In particular, the Digital Transformation Program for libraries in the People's Public Security, education and culture sectors and the public library system has set out clear requirements on: Providing modern, personalized library services on a digital technology platform; Preserving, digitizing and expanding access to valuable documents and specialized documents for study and research; Connecting and interoperating data between library institutions to form a nationwide digital library network.
In that context, the National Library of Vietnam, as the central library of the whole country, has a greater responsibility not only in implementing digital transformation for itself, but also in leading, shaping and supporting other libraries to deploy it synchronously.
According to Master Do Cong Lung, over the past 5 years, the National Library of Vietnam has focused on building and upgrading a diverse and in-depth digital resource repository that meets the needs of many users.
The digital transformation process at the National Library of Vietnam in the 2021-2025 period has achieved practical results, not only in terms of technology and engineering, but more importantly in terms of meeting readers' needs, changing service models, and expanding influence to the entire Vietnamese library industry.
The National Library of Vietnam has gradually affirmed the effectiveness of digital transformation through expanding access to information, improving service models, modernizing learning spaces and enhancing its presence in the academic community. These results are clear evidence of the National Library of Vietnam’s adaptability, creativity and leading role in the national digital knowledge ecosystem.
Building on the achievements in the 2021-2025 period, the National Library of Vietnam continues to identify digital transformation as one of the key, cross-cutting tasks, requiring synchronous investment in strategy, infrastructure, human resources and organizational mechanisms.
In particular, the National Library of Vietnam will continue to improve its technology infrastructure and open digital data platform; Promote the digitization of special resources - national documentary heritage; Develop smart digital reader services - focusing on users; Train and improve the capacity of digital library staff; Establish a model of linked libraries - sharing resources across the industry; Enhance security and protection of intellectual property rights in the digital environment...
According to MSc. Do Cong Lung, in the face of increasingly high demands on service quality, technology application level and system connectivity, the National Library of Vietnam still needs to continue to make more comprehensive efforts in the coming period, especially in developing open resources, personalizing services, protecting user data, and maintaining the capacity for continuous innovation in the digital environment.
