The emulation movement to build new rural areas in Hai Phong has made a clear change. The appearance of the countryside is increasingly spacious and modern, many development criteria have approached urban areas, reflecting the continuous efforts of the entire political system and the city's people.

The national target program on new rural construction for the 2011-2025 period contributes to changing the appearance, improving and enhancing the quality of people's lives. Especially in the 2020-2025 period, the appearance and rural infrastructure in both the eastern and western regions are increasingly spacious and modern. Agriculture develops in the direction of applying high technology, improving productivity, quality and added value. The average income of people is constantly increasing, cultural and spiritual life is improved.

In the eastern region, Hai Phong prioritizes allocating large budget capital for the National Target Program on New Rural Construction, accounting for 10% of the total local budget capital. In the 2021 - 2025 period alone, the city directly allocates 15,663 billion VND, more than 5 times higher than the 2010 - 2020 period; the investment level for building model new rural areas reaches more than 135 billion VND/commune/year. Thanks to this resource, the movement to build new rural areas, advanced new rural areas and model new rural areas has been promoted with many works and projects creating motivation to compete to complete on schedule. Many criteria, including traffic criteria, have reached a level higher than the Central regulations.

In the western part of the city, the capital invested by the budget for the New Rural Development Program ensures the correct principles and purposes, to build and complete criteria for schools, transportation, irrigation, etc. The capital is focused on developing the strengths of agricultural production areas, helping farmers to do business effectively right in their hometowns.

In the process of building new rural areas, the locality strives to mobilize all resources, gradually investing in infrastructure. The commune focuses on reorganizing production, developing the economy effectively, bringing a prosperous life to the people. Many concentrated production areas of lychee, grapefruit... are planned with growing area codes, produced according to VietGAP standards, meeting export requirements.

The city has determined that in the process of building new rural areas, the people are always the center and the subject. Trusting, respecting and promoting the people's right to mastery has created a strong influence in the emulation movement. People not only contribute money and donate land to build roads but also actively participate in working days to complete new rural projects. Because they are the ones who directly enjoy the results, everyone enthusiastically supports and participates in the movement.

After the merger, Hai Phong city currently has 67 communes (100%) basically completing the new rural criteria, 22 communes (33%) basically completing the advanced new rural criteria, and 4 communes (6%) basically completing the model new rural criteria.

Mr. Hoang Van Vien, Head of the Front Committee of Xuan Cat village, Quyet Thang commune, said that thanks to the concrete support program, plus the financial contributions from households in the village, the road into the village has become 4.5 m wide instead of 3.5 m as originally designed.

Chairman of Nam An Phu Commune People's Committee Nguyen Van Tuy informed that in the period of 2020 - 2025, in addition to the local budget support of more than 51 billion VND, Nam An Phu commune mobilized and propagated people to donate land, contribute working days and materials to build and expand new rural traffic routes with a budget of up to 10 billion VND.

To achieve that result, the communes launched the emulation movement "All people join hands to build new rural areas", creating a vibrant and widespread emulation atmosphere. Units, associations and unions linked the new rural construction movement with their emulation movements, such as "All people unite to build a cultural life", thereby forming many typical "Skilled mass mobilization" models.

Over the past 5 years, the emulation movement to build new rural areas has truly become the driving force and resource to promote rural changes, sustainable agricultural development, and the material and spiritual life of the people has been increasingly improved. Ms. Nguyen Thi Hoa in An Lao commune shared: "People who have benefited from the results of the new rural construction program are very excited, believing that their homeland after the merger will continue to change strongly, opening up many new opportunities."
