Requires intensive propaganda on new rural areas

The new rural program has new requirements, different from before, therefore, propaganda work needs to be focused on in depth to achieve specific results.

Thuan Hanh commune conducts in-depth propaganda on new rural areas associated with achieving and improving each specific criterion such as for planning residential areas and concentrated production areas.

In Thuan Hanh commune ( Lam Dong ), in recent years, the work of building new rural areas has been focused and promoted. However, due to limited investment resources and difficult living conditions, only 14/19 new rural criteria have been achieved. Some of the criteria have only reached the basic level, and there is still much work to be done to ensure the remaining 5 criteria are met and the achieved criteria are not dropped.

Mr. Le Hong Do - Chairman of Thuan Hanh Commune People's Committee said that the locality is currently focusing on in-depth propaganda on unmet criteria such as planning, traffic, cultural facilities. In particular, attention is paid to emphasizing "immature" indicators and contents that need to be improved. For example, regarding planning, in addition to the role of the State, attention should be paid to the primary purpose of planning, promoting the role, responsibility, and rights of the people to ensure not only the organization of space, land, infrastructure, and social and technical works, but also contributing to improving the material and spiritual life of the people. People have rights and obligations in giving opinions on the promulgation and implementation of planning, especially for residential areas, concentrated production areas...

In Quang Khe commune, according to Mr. Mai Van Tung - Chairman of the Commune People's Committee, in the set of criteria for new rural construction in the period of 2021 - 2025, through assessment, up to now the commune has maintained 19/19 criteria. However, when compared with the set of criteria for advanced new rural communes, Quang Khe commune has only met 7/19 criteria including criteria 1, 2, 4, 7, 9, 11, 12, the rest have not met. The locality determined that in terms of infrastructure, rural transport continues to be a main driving force for development. Therefore, it is necessary to raise awareness and promote the improvement of the quality of this criterion. Accordingly, transport is no longer a simple criterion as in the previous stage of hardening and concreting, but the new rural area poses greater requirements such as for drainage systems, electricity, trees, and signs. Propaganda work to raise people's awareness about hunger eradication and poverty reduction, and cooperation to create a stable supply of goods is also promoted by the locality.

According to the Lam Dong Province New Rural Area Coordination Office, the province currently has 80 communes meeting new rural standards (77.7%); 3 advanced new rural communes (2.91%) and only 1 model new rural commune (0.97%). Some criteria that localities have met but are not sustainable include income, multidimensional poverty, and production organization. In building new rural areas for agricultural production, many places are not yet effective, the linkage is still loose; cooperatives and cooperative groups are small-scale, lacking in spreading power. A part of the people, especially ethnic minorities, still have the mentality of waiting and relying, not raising the spirit of self-awareness and ownership in building new rural areas. Cultural facilities are slow to develop effectively; rural environmental sanitation in many areas is not guaranteed; propaganda work is not thorough; the responsibility for coordination between sectors and localities is still limited.

At the same time, all levels, sectors and organizations continue to promote propaganda on specialized topics including: One Commune One Product (OCOP) program; Rural Tourism Development Program in New Rural Construction; Digital Transformation Program in New Rural Construction, towards Smart New Rural Construction; Program on Strengthening Environmental Protection, Food Safety and Rural Clean Water Supply... These are the contents that localities, sectors and organizations need to focus on promoting and mobilizing in depth and specifically to ensure that the new rural areas are substantial and sustainable.
