Requires intensive propaganda on new rural areas

The new rural program has new requirements, different from before, therefore, propaganda work needs to be focused on in depth to achieve specific results.

Thuan Hanh commune is conducting in-depth propaganda on the new rural development program, linking it to achieving and improving each specific criterion, such as those related to residential area planning and concentrated production zones.

In Thuan Hanh commune ( Lam Dong province), the construction of new rural areas has received attention and been promoted in recent years. However, due to limited investment resources and the difficult living conditions of the people, only 14 out of 19 criteria for new rural areas have been met. Some criteria have only reached a basic level, and much work remains to be done to ensure the remaining 5 criteria are met and to avoid falling behind the standards of the criteria already achieved.

Mr. Le Hong Do, Chairman of the People's Committee of Thuan Hanh commune, said that the locality is currently focusing on in-depth dissemination of information regarding criteria that have not yet been met, such as planning, transportation, and cultural infrastructure. Emphasis is placed on highlighting indicators that are still "underdeveloped" and areas that need improvement. For example, regarding planning, in addition to the role of the State, attention is paid to the primary purpose of planning, emphasizing the role, responsibility, and rights of the people to ensure not only the organization of space, land, infrastructure, and social and technical facilities, but also contributing to improving the material and spiritual lives of the people. People have the right and obligation to provide feedback on the issuance and implementation of planning, especially for residential areas and concentrated production areas...

In Quang Khe commune, according to Mr. Mai Van Tung, Chairman of the People's Committee, the commune currently maintains 19 out of 19 criteria for building new rural areas in the 2021-2025 period. However, when compared to the criteria for advanced new rural communes, Quang Khe commune has only met 7 out of 19 criteria, including criteria 1, 2, 4, 7, 9, 11, and 12, with the rest remaining unmet. The locality has determined that rural transportation infrastructure continues to be a major driving force for development. Therefore, it is necessary to raise awareness and promote the improvement of this criterion. Accordingly, transportation is no longer simply a matter of hardening and concreting roads as in the previous period; the new rural development program sets higher requirements for drainage systems, electricity, green spaces, and signage. Local authorities are also promoting awareness campaigns among the people about poverty alleviation and fostering cooperation to create stable sources of goods supply.

According to the Lam Dong Provincial Office for New Rural Development Coordination, the province currently has 80 communes meeting the new rural development standards (77.7%); 3 communes achieving advanced new rural development status (2.91%); and only 1 commune achieving model new rural development status (0.97%). Some criteria achieved by localities are not yet sustainable, including income, multidimensional poverty, and production organization. In the construction of new rural areas, agricultural production in many places is not highly effective, linkages remain fragmented; cooperatives and production groups are small-scale and lack widespread impact. A segment of the population, especially ethnic minorities, still harbors a mentality of dependence and reliance, failing to enhance their self-awareness and initiative in new rural development. Cultural infrastructure is slow to be effectively utilized; rural environmental sanitation in many areas is not ensured; propaganda work is not thorough enough; and coordination among sectors and localities remains limited.

Simultaneously, all levels, sectors, and organizations continue to intensify propaganda on specialized topics including: the One Commune One Product (OCOP) program; the Rural Tourism Development program in the context of building new rural areas; the Digital Transformation program in building new rural areas, aiming towards smart new rural areas; and the program to strengthen environmental protection, food safety, and clean water supply in rural areas... These are the contents that localities, sectors, and organizations need to focus on in-depth and specific propaganda and mobilization to ensure that the new rural areas are truly sustainable.
