On the morning of October 18, Prime Minister Pham Minh Chinh chaired the fourth national online conference to promote public investment in 2025. The conference was held in person at the Government headquarters and online with 34 provinces and cities nationwide.

Also attending were Deputy Prime Ministers: Tran Hong Ha, Ho Duc Phoc, Mai Van Chinh, Le Thanh Long; leaders of ministries, branches and central agencies.

Speaking at the conference, Vice Chairman of the City People's Committee Tran Van Quan said that in 2025, the total capital plan assigned by the Prime Minister to Hai Phong is nearly 35,900 billion VND. As of October 15, 2025, the city disbursed nearly 24,400 billion VND, equal to 67.5% of the plan assigned by the Prime Minister, equal to 62.1% of the plan assigned by the City People's Council.

To strive to disburse 100% of public investment capital in 2025, Hai Phong continues to review and complete post-merger tasks, ensuring effective operation of the two-level government, contributing to promoting project implementation and disbursement of public investment capital; synchronously implementing tasks in the growth and disbursement scenario for the last 6 months of 2025, striving to exceed the growth target; continuing to reduce 50% of the time to handle administrative procedures in construction investment according to Government regulations, contributing to accelerating project progress and public investment disbursement.

Vice Chairman of the City People's Committee Tran Van Quan emphasized that in the coming time, the city will continue to review and adjust the medium-term public investment plan for 2021 - 2025 and 2025, transferring surplus capital to projects with good disbursement capacity to speed up the overall progress of the whole city; focus on leadership and direction to speed up the implementation progress and site clearance progress of projects, especially key projects, the Lao Cai - Hanoi - Hai Phong railway project.

Strengthen inspection of projects behind schedule, direct investors to request contractors to re-establish detailed schedules, mobilize more human resources, equipment, finance, and overtime to compensate for slow workload, ensure progress according to the disbursement scenario, promptly and strictly handle organizations, leaders and individuals involved in causing difficulties and delays in the delivery and disbursement of public investment capital.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts of ministries, branches, units and localities in disbursing public investment capital, making an important contribution to promoting growth and developing the country's socio-economic infrastructure.

The Prime Minister severely criticized ministries, branches and localities with disbursement rates below the national average, requiring them to seriously learn from experience and propose strong solutions to promote disbursement by the end of the year.

The Prime Minister requested Ministers, heads of sectors, and Chairmen of provincial People's Committees to uphold their sense of responsibility, promote the role of leaders in leading, directing, and organizing the disbursement of public investment capital; regularly review, urge, promptly detect and remove difficulties and obstacles arising from each project, promote key projects that "turn the situation around, change the state" of the country's development; personalize responsibilities to each individual, and consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of organizations and individuals.

Determined to disburse 100% of public investment capital in 2025, Prime Minister Pham Minh Chinh requested ministries, branches and localities to urgently allocate in detail the entire public investment plan for 2025, especially the capital plan assigned from the increased central budget revenue source in 2024; review and evaluate the disbursement implementation status for each project; classify projects according to the disbursement level, thereby building a specific disbursement schedule for each week, month and quarter and having specific and appropriate solutions to promote disbursement to achieve the set target.

For projects with slow disbursement, it is necessary to resolutely carry out site clearance work, mobilize the entire political system to participate, especially the heads of Party committees, authorities, the Fatherland Front, and organizations; promptly handle problems according to their authority; synthesize and report to competent authorities to thoroughly handle difficulties and problems; urgently perfect the apparatus, ensure project management and accounting staff to implement projects. Promote discipline, strengthen inspection and supervision; strictly handle investors, project management boards, and contractors who intentionally cause difficulties, obstruct, and slow down the progress of capital allocation and disbursement; review and promptly handle weak and negative cadres who do not complete assigned tasks.

The Prime Minister also requested the Ministry of Construction, the Ministry of Agriculture and Environment, and People's Committees of provinces and cities to focus on removing difficulties and obstacles in the exploitation of minerals that are common construction materials to ensure the supply of projects; the Ministry of Finance shall preside over and coordinate with ministries, agencies, and localities to synthesize proposals to adjust the 2025 capital plan from ministries, agencies, and localities that are slow in allocating, slow in disbursing, or unable to disburse, to be completed before October 25, 2025...

Hai Phong is one of 16 localities with a disbursement rate above the national average.

In 2025, the total public investment plan from the state budget assigned by the Prime Minister is more than 897,250 billion VND.

As of October 16, 2025, the country's public investment disbursement reached nearly VND 455,000 billion, reaching 50.7% of the plan assigned by the Prime Minister, an increase of VND 14.5 trillion compared to the disbursement amount up to September 30, 2025.

There are 9 ministries, central agencies and 16 localities, of which Hai Phong has a disbursement rate above the national average and 29 ministries, central agencies and 18 localities have a disbursement rate below the national average.

Many important works and projects are being vigorously implemented, it is expected that by the end of 2025, 3,254 km of expressways and 1,711 km of coastal roads will be completed (exceeding the set target); the whole country will simultaneously start and inaugurate 80 projects with a total investment of 445,000 billion VND on the occasion of the 50th anniversary of the liberation of the South and national reunification; 250 projects with a total investment of 1.28 million billion VND on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
