Three urgent projects need to start soon
Currently, the power transmission grid supplying electricity to Phu Tho province has 9 220 and 500 kV transformer stations with a total transformer capacity of more than 6,000 MVA, along with many 220-500 kV lines connecting power sources in the area.
The power transmission grid in Phu Tho province operates stably and reliably. However, there are still many times of full load and many times of overload. It is necessary to ensure the progress of project implementation to prevent overload and increase the reliability of power supply for the following years.
Currently, in Phu Tho province, EVNNPT is implementing many projects, of which some projects are in the very urgent investment preparation stage including: 500 kV Hoa Binh 2 Switching Station and 500 kV connecting line; 500 kV Hoa Binh 2 Switching Station - West Hanoi line; 500 kV Vung Ang - Hoa Binh 2 Switching Station line .
These are important projects to ensure energy security, meet the requirements of electricity transmission and supply, especially to relieve the source of imported capacity from the Lao People's Democratic Republic.
Specifically, the Hoa Binh 2 500 kV Switching Station project and the connecting 500 kV line are expected to be built in Lac Luong commune, Yen Thuy commune and Dai Dong commune, Phu Tho province. The project will install equipment for 8 500 kV feeder bays and 500 kV lines connecting to the station. This project is expected to start construction this year and be energized in 2027. EVNNPT/CPMB is negotiating the location, route direction and submitting for approval of the investment policy.
The 500 kV Hoa Binh 2 - West Hanoi transmission line project passes through the communes of Lien Son, Cao Duong, Hop Kim, Dung Tien and Lac Luong, Phu Tho province. The project has a main scale of 2 500 kV circuits, about 80 km long (about 47 km in Phu Tho province, about 33 km in Hanoi city).
This project is expected to start construction in 2026 and be energized in 2027. EVNNPT/NPTPMB is negotiating the location, route, and submitting for investment policy approval.
The 500 kV Vung Ang - Hoa Binh 2 Switching Station transmission line project has a construction scale of 500 kV, 2 circuits, about 363 km in length (in Ha Tinh province: about 123 km, Nghe An province: about 116 km, in Thanh Hoa province: about 113 km, in Phu Tho province the project passes through Dai Dong commune, Yen Thuy commune and Lac Luong commune with a length of about 11 km). The project is expected to start construction in 2026 and be energized in 2027. EVNNPT/NPTPMB is negotiating the route and submitting for approval of the investment policy.

Need local cooperation
The above projects, after completion, will meet the transmission and electricity supply needs of Phu Tho province and neighboring areas; strengthen the regional power system connection, improve the safety, reliability and stability of the regional and national power system operation. At the same time, reduce power loss on the power transmission grid, increase the efficiency of electricity production and business of EVN and EVNNPT.
In particular, these projects serve the import of electricity from the Lao People's Democratic Republic to Vietnam according to the commitment between the Parties and Governments of the two countries.
At the meeting, Chairman of EVNNPT Board of Directors Nguyen Tuan Tung requested the People's Committee of Phu Tho province to soon approve the route direction and investment policy of the project after EVNNPT submitted the project proposal; requested Phu Tho province to create maximum conditions for the commencement of the Hoa Binh 2 500kV Switching Station project and the connecting 500kV line in December 2025.
EVNNPT also requested the People's Committee of Phu Tho province to direct relevant departments, branches and units to support EVNNPT and its affiliated units in the process of providing comments and appraising investment policy documents, shortening the implementation time.
EVNNPT also requested the Department of Industry and Trade, Department of Construction, Department of Agriculture and Environment and People's Committees of Dai Dong, Yen Thuy and Lac Luong communes of Phu Tho province to soon provide planning information related to the project in Phu Tho province.
At the meeting, leaders of relevant departments, branches and localities of Phu Tho province exchanged and discussed to find solutions to speed up legal procedures to start the project on schedule.
Concluding the meeting, Ms. Phung Thi Kim Nga, Vice Chairwoman of Phu Tho Provincial People's Committee, said: At the meetings with investors, the infrastructure conditions that investors are first interested in in Phu Tho province are electricity infrastructure. When there is a stable power source, Phu Tho province will attract investment.
Phu Tho province has set a target of double-digit economic growth, so the demand for electricity will be very large. The Provincial People's Committee has clearly identified investment power projects in the area to ensure electricity supply for the province and ensure national energy security, so it will pay special attention.
The leaders of Phu Tho province assigned the Department of Industry and Trade to be the focal point, to synthesize reports every week, and to set specific progress milestones for each industry and each locality for the province to direct and manage, and promptly report difficulties and problems for the provincial leaders to handle immediately.
Regarding the issuance of investment policies for projects, the leaders of Phu Tho province assigned the Department of Finance to closely coordinate with EVNNPT so that when submitting documents, they need to promptly appraise and advise the Provincial People's Committee to issue them as soon as possible.

Departments, branches and localities need to closely coordinate with EVNNPT's Project Management Boards to build the most accurate route, avoiding adjustments during construction.
The leaders of Phu Tho Provincial People's Committee requested EVNNPT and the Project Management Boards to coordinate with the communes to review the land acquisition area and submit it to the Department of Agriculture and Environment for appraisal, so that the Provincial People's Committee can submit the list of land acquisition to the Provincial People's Council for approval by the end of October 2025. Closely coordinate with relevant departments, branches and localities of the province to ensure the smoothest coordination with the determination to start construction of the 500kV Hoa Binh 2 Switching Station in December 2025.
