On the afternoon of October 18, in Hanoi , the Party Central Office solemnly held a ceremony to celebrate the 95th anniversary of the Party Central Office and Party Committee Office's traditional day (October 18, 1930 - October 18, 2025); received the First Class Labor Medal and commended advanced models in the 2020-2025 period.

Attending the ceremony were: Former Politburo member, former General Secretary Nong Duc Manh; Politburo member, Standing member of the Secretariat Tran Cam Tu, former Politburo member, former Standing member of the Secretariat Phan Dien; Politburo members, Secretaries of the Party Central Committee: Head of the Central Organization Committee Le Minh Hung, Chairman of the Central Inspection Committee Nguyen Duy Ngoc; Nguyen Van Nen, Politburo member, Standing member of the 14th Party Congress Document Subcommittee; Ngo Van Du, former Politburo member, former Chairman of the Central Inspection Committee; Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs; Party Central Committee members, former members of the Party Central Committee, leaders of Central Party Committees, leaders and former leaders of Offices and the Party Central Office.

Reading the speech at the Commemoration Ceremony, Party Central Committee member and Head of the Party Central Committee Office Pham Gia Tuc stated that 95 years ago, after the Party Founding Conference (February 1930), the first meeting of the Provisional Central Executive Committee of the Communist Party of Vietnam in October 1930 decided to establish specialized departments to assist the Party Central Committee, including the Party Committee Office.
From this historical event, the Central Party Secretariat of the 9th tenure decided to take October 18 as the traditional day of the Central Party Office and Party Committee offices at all levels.
In May 1947, at the Viet Bac base (Quang Nap commune, Dinh Hoa district, now Binh Thanh commune, Thai Nguyen province), the Central Party Standing Committee decided to establish the Central Party Standing Office (now the Central Party Office), appointing comrade Le Van Luong as Secretary of the Office.
In June 1949, at the Viet Bac base, the Central Committee convened a National Office Conference and passed an important resolution, identifying the basic issues of the Party Committee's office work such as: Principles and forms of organization, working style, working relationships; position, functions, tasks, powers, organizational structure, and staff of the Party Central Office and Party Committee offices at all levels. This was a milestone that laid the fundamental foundation for the activities of the Party Central Office and Party Committee offices at all levels.
Head of the Party Central Office Pham Gia Tuc emphasized that, looking back at 95 years of construction and development, the activities of the Party Central Office and Party Committee offices are always closely associated with the glorious history of the Communist Party of Vietnam, with the activities of the Party Central Executive Committee, the Politburo, the Secretariat, senior Party leaders and leaders of Party committees at all levels.
Generations of cadres of the Party Central Office and Party Committee Offices have overcome countless hardships and challenges, are ready to sacrifice their blood and bones, are loyal to the Party, always stick to and complete their tasks, and make a very important contribution to maintaining connections, ensuring the leadership and direction of the Party Central Committee, of Uncle Ho, and of Party Committees at all levels, leading the country to overcome countless difficulties, "rise up from the mud and shine" to gain independence and freedom for the Fatherland, conduct resistance wars against invaders, unify the country, build and firmly defend the Fatherland and are entering a new era, an era of national growth with the goal of becoming a rich, powerful, civilized nation, with prosperous and happy people.
After 95 years of construction and development, with its achievements and feats, the Party Central Office has been awarded the Gold Star Medal by the Party and the State; the Office of the Party Committee of Zone 5 and the Finance and Trade Department of the Party Committee of Zone 5 were awarded the title of Hero of the People's Armed Forces; many other noble titles have been awarded to collectives and individuals of the Party Central Office...

The Party Central Office has thoroughly grasped and well implemented the Party and State's policies on emulation and commendation; organized many emulation movements among cadres, civil servants, public employees and workers according to Uncle Ho's teaching: "Emulation is patriotism, patriotism requires emulation."
The emulation movements in the Party Central Office took place enthusiastically, continuously, practically, had great influence, attracted the voluntary and active participation of a large number of cadres, party members, civil servants, public employees, and workers in the agency, contributing significantly to the successful completion of assigned political tasks, further enhancing the tradition of "Absolute loyalty, solidarity, creativity, dedication, thoughtfulness, upholding working principles" of the Party Central Office. From those emulation movements, many typical advanced collectives and individuals with outstanding achievements have emerged, and have been commended and rewarded.
Concise advice - right job - right time - easy to implement
Speaking at the ceremony, General Secretary To Lam affirmed that over the past 95 years, countless Party office officials have sacrificed, endured hardships, upheld principles, maintained discipline, and taken on difficult tasks to ensure the smooth running of the Party's work.
There are contributions that are not mentioned in the document but are imprinted in the quality of decisions; there are many sleepless nights, many Sundays and holidays still working, there are times of "sprinting" before "G hour" to have an official dispatch issued in time, a document born on time, a conference successful, a policy put into practice in time...
The General Secretary expressed his deep gratitude to the cadres who devoted themselves to their work, dared to sacrifice personal interests for the benefit of the collective, for the common good; acknowledged and expressed gratitude for the contributions of previous generations; respected the comrades who still "keep the fire" of discipline every day, thoughtful, humble but effective and are shining examples for those who come after, for today's generation to learn from.
Entering the digital era, digital society, digital economy, requiring the Party Committee office system to shift from "manual process" to "digital process," from "distributed paperwork" to "unified, interconnected, secure data," from "habit of handling cases" to "management by results," the General Secretary suggested that the Party Central Office act in three major directions: Early and comprehensive digitalization of the life cycle of documents and work records; digital signature - digital calendar - digital assignment - digital report; building a shared standard data warehouse, ensuring security - safety - sustainability.

Standardize the process according to the principle of "enter once - use many times," shorten processing time, retrieve quickly and accurately; use the satisfaction level of agencies and people as the measure.
Develop digital capacity for office staff in data skills, information security, and synthetic analysis; combine iron discipline with soft creativity to provide concise advice - on the right job - at the right time - easy to implement.
The General Secretary requested the Party Central Office to carry out 6 tasks: It needs to play the role of "conductor," setting an exemplary example for the entire system of Party committee offices and offices of the entire political system.
When giving strategic advice to the Party Central Committee, the Politburo, and the Secretariat, it is necessary to clearly state the problem, present the correct plan, state sufficient resources, clearly state the roadmap, and clearly state responsibilities. Build unified professional standards from the Central to the grassroots level: standardize documents, standardize processes, measure time - quality - cost; regularly train and foster cadres. Build a culture of quality in work and documents.
Building a culture of exemplary conduct: leaders and managers must practice what they preach, adhere to information discipline, keep documents confidential, respect the truth; promote the spirit of cooperation between the advisory bodies of the Party and the State.
In the coming time, the Party Central Office needs to prepare well for the work serving the 14th National Congress of the Party.
With the 95-year tradition of the Party Central Office and the Offices of Party Committees at all levels, with the spirit, awareness and responsibility of Party members and workers, the General Secretary believes that all comrades working in the Office in the Party Committee system will overcome all difficulties and challenges, complete all assigned tasks, make worthy contributions to the development goals of the country in the new revolutionary period, maintain and promote the tradition of "Absolute loyalty, solidarity, creativity, dedication, thoughtfulness, and adherence to principles" of the Party Central Office.
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Party Central Office for its outstanding achievements in strategic advisory work serving the Politburo and Secretariat in organizing and operating the Party's leadership work and for its great achievements in the country's socio-economic development.
Standing member of the Secretariat Tran Cam Tu presented the Prime Minister's Certificate of Merit to the collective and individuals of the Party Central Office in recognition of their outstanding achievements in activities celebrating the 50th anniversary of the Liberation of the South and National Reunification Day.
Recognizing the achievements of typical advanced collectives and individuals in the 2020-2025 period, the Chief of the Party Central Office awarded Certificates of Merit to 16 collectives and 44 individuals.
On this occasion, the Party Central Office launched the emulation movement for the 2025-2030 period and the peak emulation period to welcome the 14th National Party Congress./.
