PV: Could you tell us how the Ministry of Culture, Sports and Tourism 's 2025 civil servant recruitment plan is being implemented?
Deputy Minister Ta Quang Dong: Based on the number of unused civil servant quotas compared to the quotas assigned by competent authorities, the Ministry of Culture, Sports and Tourism issued Decision No. 3589/QD-BVHTTDL dated November 22, 2024 approving the 2025 recruitment plan for civil servants of the Ministry of Culture, Sports and Tourism.
However, implementing the policy of competent authorities, the Ministry of Culture, Sports and Tourism has temporarily suspended the recruitment of civil servants in 2025 to reorganize the apparatus.
After Decree No. 43/2025/ND-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism was issued, in order to promptly supplement human resources to ensure quantity and quality to meet work requirements according to assigned functions and tasks, the Ministry of Culture, Sports and Tourism sent an Official Dispatch asking for the opinion of the Ministry of Home Affairs on continuing to organize the recruitment of civil servants after completing the organizational arrangement.
The Ministry of Home Affairs has issued a reply document, stating: "The Ministry of Culture, Sports and Tourism has completed the arrangement of the Ministry's administrative apparatus according to the Central Government's direction and Decree No. 43/2025/ND-CP. Based on the functions, tasks, powers and organizational structure of the new apparatus, the number of unused assigned staff quotas and approved job positions, the Ministry of Culture, Sports and Tourism's development of a plan to organize civil servant recruitment exams to meet the requirements of the task is appropriate and within its authority."
Based on the consensus of the Ministry of Home Affairs, the Ministry of Culture, Sports and Tourism issued:
- Decision No. 2516/QD-BVHTTDL dated July 21, 2025 approving the Plan for organizing civil servant recruitment exams in 2025.
- Notice No. 3804/TB-BVHTTDL dated August 1, 2025 on civil servant recruitment in 2025 (published in 02 issues of Culture Newspaper (Printed Newspaper No. 92 (4226) dated August 1, 2025; Electronic Newspaper dated August 1, 2025) and the Electronic Information Portal of the Ministry of Culture, Sports and Tourism from August 1, 2025).
- Decision No. 1381/QD-BVHTTDL dated September 4, 2025 establishing the Civil Service Recruitment Council in 2025.
- Decision No. 2942/QD-BVHTTDL dated August 14, 2025 establishing the Supervisory Board for the 2025 civil servant recruitment exam, including representatives of the Ministry of Public Security.
Thus, the 2025 civil servant recruitment plan of the Ministry of Culture, Sports and Tourism is organized and implemented in accordance with legal regulations and in close coordination with relevant authorities.
Recently, information has appeared on social networks that some candidates violated the exam regulations, used documents during the organization of Round 2 and were recorded but still passed. Could you please give your opinion on this issue?
On October 13, 2025, the Ministry of Culture, Sports and Tourism issued Notice No. 5418/TB-BVHTTDL on the results of Round 2 of the 2025 civil servant recruitment exam. Immediately after that, the Ministry of Culture, Sports and Tourism also received feedback on social networks that some candidates violated exam regulations, used documents during the organization of Round 2 and were recorded but still passed.
On October 14, 2025, the Ministry of Culture, Sports and Tourism received a petition from 01 candidate participating in the recruitment exam with the same content as above.
Regarding this issue, I would like to provide specific information as follows:
At the Round 2 exam of specialized subjects, 16 candidates violated the exam rules and regulations and were recorded on the spot (of which 01 candidate was suspended from the exam, 15 candidates were warned).
According to current regulations on civil servant recruitment: "Candidates who receive a warning in any exam will have 50% of the total number of correct answers or 50% of the total score achieved in that exam deducted."
After the results of Round 2 were compiled, 15 candidates who violated the regulations had their total test scores deducted by 50%. All candidates who violated the regulations above failed this civil service recruitment exam.
The Ministry of Culture, Sports and Tourism organized an objective, transparent and serious civil servant recruitment exam, ensuring full compliance with legal procedures and regulations, with close coordination and supervision by competent authorities in all stages of the exam.
For candidates with petitions, the Ministry has also proactively contacted and sent invitations to work on the petitions. However, up to now, the candidates have not responded.
The Ministry of Culture, Sports and Tourism will continue to closely coordinate with relevant agencies to handle false information about the 2025 civil servant recruitment exam.
