Since its inception, after nearly 80 years of formation and development, the Vietnamese National Assembly has always affirmed its role as the highest representative body, the highest state power body, representing the will, aspirations and mastery of the Vietnamese people.
On January 6, 1946, immediately after gaining independence, the entire Vietnamese people for the first time exercised their sacred right to be masters. The people directly, democratically, universally and equally elected the National Assembly of the Democratic Republic of Vietnam.
More than 90% of our people at that time were illiterate. However, in preparation for the first general election, many people tried to memorize the names of the people they would vote for. Everyone was eager to exercise their right to be the masters, marking the birth of the Vietnamese National Assembly.
The Vietnamese National Assembly grew up in the extremely difficult conditions of two long resistance wars. At that time, due to the circumstances, the sessions were not held regularly, but the National Assembly promptly issued many important laws and resolutions, mobilized human and material resources for the front line, consolidated a solid rear, and contributed with the whole country to successfully carry out the two resistance wars against the French and the Americans, unifying the country, and then the cause of national construction and development.
Prof. Dr. Vu Minh Giang, Vice President of the Vietnam Historical Science Association, said: "The National Assembly plays a very important role. The wish is to preserve the independence that was won through bloodshed in 1945. The second is to promote the people's will to the highest degree in unifying the country. Obviously, the cause we achieved in 1975 had an extremely important role for the National Assembly."
Reality is posing urgent problems that need to be solved. People always expect the decisions of the Party and the State, requiring the National Assembly to continue comprehensive innovation as General Secretary To Lam once requested: The National Assembly must be one step ahead in terms of institutions; must dare to open the way, dare to repair the way, dare to decide on difficult issues, new matters, and unprecedented fields.
Associate Professor, Dr. Bui Dinh Phong, Ho Chi Minh National Academy of Politics, said: "Recently, the General Secretary attended the National Assembly Party Congress and raised two requirements. The first is to ensure the people's character in the activities of the National Assembly. The second is to ensure the Party's character. The National Assembly operates under the leadership of the Party, so it must ensure the maintenance of the goals of national independence and socialism."
The nearly 80-year journey of the Vietnamese National Assembly is an epic of the nation's indomitable will. From the early days of the nation's founding to the era of deep integration, each term of the National Assembly has been a milestone, marking historic decisions, accompanying the country to overcome all difficulties and challenges, and reach prosperity.
