At the meeting, the National Assembly Chairman , Vice Chairmen and delegates focused on evaluating and reviewing the work that has been done, pointing out some limitations that need to be learned from and agreeing on key tasks in October and the last 3 months of 2025.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man acknowledged that in the first 9 months of the year, with the efforts, solidarity, joint efforts, unanimity and a high sense of responsibility of the National Assembly agencies, the National Assembly has completed a very large and massive amount of work, including many unprecedented tasks, which were highly appreciated by the Central Committee, the Politburo, the Secretariat and General Secretary To Lam.
The National Assembly Chairman emphasized that October and the last three months of 2025 are the peak months with many important political tasks of the 15th National Assembly term, especially the organization of the 10th Session - the last Session of the 15th National Assembly term with a huge amount of work, in which, just counting the legislative tasks, up to now, it is expected that nearly 50 draft laws and resolutions will be submitted to the National Assembly for consideration and approval.
Therefore, the National Assembly Chairman requested the agencies to concentrate highly, seriously and promptly implement the conclusions at the monthly meeting of key leaders of the Party, State and National Assembly leaders; advise on continuing to deploy on schedule the assigned tasks in the Conclusions and Resolutions of the Politburo, the Secretariat and Plan 56 of the Central Steering Committee on summarizing Resolution 18; advise on guiding the implementation of steps to review and supplement the planning of full-time National Assembly deputies and positions of the National Assembly and the Office of the National Assembly for the 2021-2026 term and the 2026-2031 term.
The National Assembly Chairman requested the Standing Committee of the National Assembly Party Committee and the National Assembly agencies to continue implementing the Orientation of the Law-making Program for the 15th National Assembly term and develop the Project on Legislative Orientation for the 16th National Assembly term; and actively prepare to organize the Forum on Law-making.
In particular, carefully prepare the content, program and conditions to ensure the organization of the 10th Session; carefully prepare the 50th Session and other sessions of the National Assembly Standing Committee. Continue to deploy supervision activities; complete the report on the results of the National Assembly's thematic supervision on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" ; carefully prepare for the questioning activities at the 10th Session; complete and receive comments on the draft Report summarizing the work of the 15th term of the National Assembly and the National Assembly Standing Committee, coordinate to submit the draft report summarizing the work of the 2021-2026 term of relevant agencies at the 10th Session of the 15th National Assembly.

Previously, the Report on the work results in September and the first 9 months of this year by the National Assembly Chairman, Vice Chairmen of the National Assembly, and Permanent Deputy Head of the Office of the National Assembly Le Quang Manh said that under the close leadership of the Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Manh, the Vice Chairmen of the National Assembly, the Standing Committee of the National Assembly Party Committee, the Standing Committee of the National Assembly, the agencies of the National Assembly, and the Office of the National Assembly have made efforts, united, overcome difficulties, and completed an extremely large amount of work.

The National Assembly Party Committee was established with a complete structure and organization to directly, comprehensively and systematically lead the activities of the National Assembly. The National Assembly has carried out a revolution in the arrangement of organization and apparatus in the spirit of Resolution No. 18 - NQ/TW of the Central Executive Committee, accordingly, reducing the number of National Assembly agencies and agencies under the National Assembly Standing Committee from 13 to 8 agencies, the National Assembly Office has been reduced from 29 to 9 department and bureau level units.
Leading and directing the successful organization of the 1st National Assembly Party Congress, term 2025 - 2030, marking a new development step of the National Assembly Party Committee. The National Assembly Chairman and Vice Chairmen conducted more than 400 visits, meetings, and working sessions at ministries, branches, localities, agencies, and organizations, promptly leading and directing the assigned political tasks.
Directed the successful organization of: 2 National Assembly Sessions, 19 meetings of the National Assembly Standing Committee; 6 Conferences of the National Assembly Party Executive Committee; 12 Conferences of the National Assembly Party Committee Standing Committee and the National Assembly Party Committee Standing Committee; 3 Joint Conferences between the National Assembly Party Committee Standing Committee and the Government Party Committee Standing Committee; 3 Sessions of the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution; conferences of full-time National Assembly deputies... In particular, for the first time, successfully organized the meeting of General Secretary To Lam with more than 2,000 National Assembly deputies of different periods. Currently, the National Assembly agencies are actively preparing for the 10th Session of the 15th National Assembly.
Directing advisory agencies to submit to the National Assembly for approval a Resolution amending and supplementing a number of articles of the Constitution along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the two-level local government apparatus from July 1, 2025.
Directing strong innovation in law-making thinking, completing the largest legislative volume since the beginning of the term, gradually removing bottlenecks and bottlenecks in institutions, mechanisms and policies: advised the National Assembly to consider and approve 38 laws and 52 resolutions, gave opinions on 6 other draft laws to promptly institutionalize important policies of the Party Central Committee, Politburo, and Secretariat. Directing the early implementation of the activities summarizing the work of the term in the context of the 15th National Assembly term ending earlier than usual: The agencies of the National Assembly and the Office of the National Assembly have advised the Standing Committee of the National Assembly to issue plans, resolutions, decisions and related documents to deploy activities and develop reports summarizing the work of the 2021-2026 term of the National Assembly, the Standing Committee of the National Assembly, the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Council of Nationalities, the Committees of the National Assembly, the National Assembly Delegations and the Office of the National Assembly.
Directing the implementation of preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in a synchronous and timely manner: agencies have advised the National Assembly to approve the Resolution on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Resolution on the election day of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; Resolution on the establishment of the National Election Council; resolutions on the supporting apparatus of the National Election Council and implementation of the Council's activities...
Continue to direct the strong strengthening of the application of information technology and digital transformation in the activities of agencies under the National Assembly, including the organization of 5 important thematic conferences, especially the thematic conference "Digital literacy - Digital National Assembly: Digital knowledge and skills framework for the modern National Assembly" with the direct participation of General Secretary To Lam and leaders of the Party, State, Vietnam Fatherland Front and nearly 10,000 delegates at connecting points across the country; continue to actively and proactively direct the implementation of tasks to celebrate the 80th anniversary of the first General Election to elect the National Assembly of Vietnam.
