According to the Hanoi City Public Administration Service Center, recently the Center has organized a pilot program to receive administrative procedures (AP) regardless of administrative boundaries at the Branches with a certain group of procedures.
To continue to expand and comprehensively innovate the work of handling administrative procedures, the Hanoi City Public Administration Service Center respectfully announces the pilot implementation of expanding the entire system of performing administrative procedures regardless of administrative boundaries, starting from November 15, 2025.
The group of administrative procedures performed regardless of administrative boundaries includes:
All administrative procedures are within the scope of state management functions of departments, branches and sectors: Department of Home Affairs, Department of Justice, Department of Culture and Sports, Department of Health, Department of Education and Training, Department of Tourism, Department of Finance, Department of Industry and Trade, Department of Agriculture and Environment, Department of Construction, Department of Science and Technology, Department of Planning and Architecture, City Inspectorate, Office of the City People's Committee, Department of Ethnic Minorities and Religions, Hanoi Land Registration Office and its affiliated branches, Management Board of High-Tech Parks and Industrial Parks of the city.

All administrative procedures are under the jurisdiction of the People's Committees of communes and wards in the city, including procedures implemented jointly with the provincial level.
Applicable to administrative procedures approved by the City People's Committee for implementation regardless of administrative boundaries under the management of the City People's Committee; not applicable to administrative procedures in the process of research, reporting, proposing amendments and supplements to legal regulations according to current regulations so that they can be implemented regardless of administrative boundaries.
Document receiving points do not depend on administrative boundaries:
Citizens and businesses can submit their applications at any Branch or Public Administration Service Point under the Hanoi City Public Administration Service Center, regardless of the administrative level, administrative boundary of residence, headquarters or place where relevant documents have been issued to citizens and businesses.
Online application support system; Policy to encourage the use of online public services; Pilot process of internal file circulation through public postal units
The pilot implementation period starts from November 15, 2025 to November 30, 2025.
After the pilot phase, the City Public Administration Service Center will continue to evaluate, perfect the model and officially operate the implementation of administrative procedures regardless of administrative boundaries in the city.
