Leveraging advantages

Gia Phuc commune was established by merging the communes of Toan Thang, Hoang Dieu, Hong Hung, and parts of Doan Thuong, Thong Kenh, Quang Duc communes and Gia Loc town, formerly belonging to Gia Loc district.

Gia Phuc commune is located in the south of the city, enjoying a favorable position for economic, cultural, and social exchange with localities within and outside the province. The area is traversed by many important transportation routes such as National Highway 38, National Highway 37, the province's North-South arterial road, and the Hanoi-Hai Phong expressway. Currently, the commune has the Gia Loc Industrial Park, covering nearly 200 hectares, which is undergoing land leveling and infrastructure investment, and the Toan Thang Industrial Cluster, covering 75 hectares, which is already operational.

With its existing advantages, the Resolution of the Commune Party Committee for the 2025-2030 term sets the goal of increasing state budget revenue in the area by an average of more than 11% per year; and the total value of products by an average of 15% per year. The commune strives to have approximately 800 businesses operating in the area by 2030. During the 2026-2030 period, per capita income is expected to increase by an average of more than 9% per year…

The commune also aims for comprehensive development of industry, agriculture , urban areas, and services, with industry as the spearhead and driving force for socio-economic development. This includes focusing on attracting and developing high-tech industries, supporting industries, and processing industries; commercial services; supporting trades; and agricultural product processing…

At the end of January 2025, the People's Committee of Hai Duong province (formerly) approved the zoning plan for the Hoang Dieu Industrial Park in Gia Loc district, at a scale of 1/2000, with a total area of ​​259.78 hectares. According to Nguyen Chinh Thong, Chairman of the People's Committee of Gia Phuc commune, this is the largest industrial park in the commune. Of the total area under planning, 245 hectares are allocated for industrial park development; the remainder is for infrastructure connection planning.

At the end of June 2025, the People's Committee of the former Hai Duong province approved the investment plan and the investor for the Hoang Dieu Industrial Park. The industrial park, developed by Hoang Dieu Industrial Park Infrastructure Development Joint Stock Company, a subsidiary of Hoa Phat Group, covers an area of ​​245 hectares with a total investment of 3,388 billion VND. The operating period is 50 years from the date of investment approval.

This is a multi-sector integrated industrial park, attracting investment projects in high value-added industrial production. The industrial park will be developed with a comprehensive and modern technical infrastructure; it will have a system of convenient public social facilities (including accommodation, commercial services, cultural and sports facilities, healthcare, parks, etc.) to serve workers and employees within the industrial park.

Following the merger of Hai Duong province and Hai Phong city, the People's Committee of Hai Phong city directed local authorities and relevant units to expedite land clearance and handover to investors for the implementation of the Hoang Dieu Industrial Park project.

According to Nguyen Chinh Thong, Chairman of the Gia Phuc Commune People's Committee, one of the outstanding advantages of this industrial park is its strategic geographical location, with the ability to connect trade in multiple directions. The project is adjacent to the Hanoi - Hai Phong expressway and near major national highways such as National Highways 5A, 37, and 38. From here, goods can easily be transported to Hanoi, Bac Ninh, and Lang Son, as well as quickly connect to Hai Phong seaport, Cat Bi airport, and Noi Bai international airport. This will be an advantage for Hoang Dieu Industrial Park to optimize the supply chain and improve the operational efficiency of businesses investing in the industrial park.

To ensure the industrial park's infrastructure is completed and operational as soon as possible, Gia Phuc commune is urgently implementing land clearance work. The commune has established a compensation and land clearance council; completed the listing of organizations and individuals whose land is to be acquired. To date, the public disclosure and review of acquired land is basically complete. The commune is coordinating and handing over boundary markers to the investor, and at the same time, holding meetings with households whose land is to be acquired.

“With approximately 2,000 households whose land is being acquired, through communication and understanding, most households have basically agreed and highly supported the investment plan for the industrial park project. We strive to hand over about 100 hectares of land to the investor by the end of the first quarter of 2026,” shared the Chairman of the Gia Phuc Commune People's Committee.

As one of the households whose land is expected to be acquired for the Hoang Dieu Industrial Park project, Mr. Pham Van Ha from Phong Lam village excitedly said: “The Hoang Dieu Industrial Park, once operational, will open up new development opportunities for Gia Phuc commune in particular, and the western area of ​​the city in general. Therefore, when informed, the people basically agree and highly support this policy.”
