Gia Phuc commune was established on the basis of merging the communes: Toan Thang, Hoang Dieu, Hong Hung, part of the communes Doan Thuong, Thong Kenh, Quang Duc and Gia Loc town of the former Gia Loc district.
Gia Phuc Commune is located in the south of the city, with a favorable location for economic, cultural and social exchanges with localities inside and outside the province. With the available advantages, the Resolution of the Commune Party Committee for the 2025 - 2030 term sets the target of increasing the state budget revenue in the area by an average of more than 11%/year; the total product value increases by an average of 15%/year. At the end of January 2025, the People's Committee of Hai Duong province (old) approved the zoning plan for the construction of Hoang Dieu Industrial Park in Gia Loc district, scale 1/2000, with a total area of 259.78 hectares. Chairman of Gia Phuc Commune People's Committee Nguyen Chinh Thong said that this is the largest industrial park in the commune. Of the total planning area, 245 hectares are reserved for industrial park development; the rest is for infrastructure planning.

At the end of June 2025, the People's Committee of the former Hai Duong province approved the investment policy and investor of Hoang Dieu Industrial Park. The industrial park is invested by Hoang Dieu Industrial Park Infrastructure Development Joint Stock Company under Hoa Phat Group, with an area of 245 hectares and a total investment of VND 3,388 billion. The operating period is 50 years from the date of investment policy approval.
This is a multi-industry industrial park, attracting investment projects in industrial production with high added value. The industrial park will be invested in building synchronous and modern technical infrastructure; there will be a system of convenient public social works (including accommodation facilities, trade services, culture, sports, healthcare, green parks, etc.) to serve workers and laborers in the industrial park.
After merging Hai Duong province and Hai Phong city, Hai Phong City People's Committee directed the locality and relevant units to speed up site clearance and handover to investors to implement the Hoang Dieu Industrial Park project.
Chairman of Gia Phuc Commune People's Committee Nguyen Chinh Thong added that one of the outstanding advantages of this industrial park is its strategic geographical location, with the ability to connect multi-directional trade. The project is adjacent to the Hanoi - Hai Phong expressway, near key national highways such as National Highways 5A, 37, 38. From here, goods can easily circulate to Hanoi, Bac Ninh, Lang Son, as well as quickly connect to Hai Phong seaport, Cat Bi airport and Noi Bai international airport. This will be an advantage for Hoang Dieu Industrial Park to optimize the supply chain, improving the operational efficiency of enterprises investing in the industrial park.
In order for the industrial park to complete its infrastructure and come into operation soon, Gia Phuc commune is urgently implementing the site clearance work. The commune has established a compensation and site clearance council; completed the declaration of the list of organizations and individuals whose land has been recovered. Up to now, the public disclosure and review of recovered land has been basically completed. The commune has coordinated and handed over boundary markers to the investor, and at the same time organized meetings with households whose land has been recovered.
“With about 2,000 households whose land has been recovered, through communication and understanding, the households have basically agreed and highly agreed with the investment policy to build the industrial park project. We strive to hand over about 100 hectares of land to the investor by the end of the first quarter of 2026,” shared the Chairman of Gia Phuc Commune People's Committee.
As one of the households expected to have land recovered to implement the Hoang Dieu Industrial Park project, Mr. Pham Van Ha, Phong Lam village, excitedly said: "The operation of Hoang Dieu Industrial Park will open up new development opportunities for Gia Phuc commune in particular, and the western area of the city in general. Therefore, when being propagandized, people basically agree and highly agree with this policy."
