Synchronized solutions to combat air pollution

According to the forecast of the Department of Environment (Ministry of Agriculture and Rural Development), in the next 6 months, the level of ONKK will even increase compared to previous years because this is the peak period of implementing key national projects and works, constructing civil works, leading to the transportation of materials, dumping, increasing the number of vehicles participating in traffic... combined with the factor of temperature inversion (the temperature of the upper atmosphere is greater than the temperature of the lower atmosphere, causing pollutants to be retained in the air environment).

Therefore, the recent meeting between the Ministry of Agriculture and Environment and the Ministry of Public Security , Ministry of Construction, Ministry of Health, and Hanoi Department of Agriculture and Environment on the coordination plan to implement urgent measures to handle air pollution has received attention.

In Hanoi , one of the localities with the most severe air pollution levels, some positive points in the fight against air pollution have been implemented, such as encouraging people not to use coal stoves (up to 99%), limiting straw burning (more than 80%). To control traffic emissions, the Department of Agriculture and Environment is submitting to the City People's Council a number of mechanisms and policies on converting means of transport from fossil fuels to environmentally friendly vehicles. The city has also established a project to build a low-emission zone, expected to be implemented from July 1, 2026.

Regarding the backlog, Hanoi still has the situation of burning straw after harvest and spontaneous burning of waste. Dust treatment at construction sites is not very effective. Regarding the conversion of means of transport from gasoline to electric vehicles, there are still conflicting opinions.

Faced with the serious reality of air pollution, ministries and branches are taking drastic actions. A representative of the Ministry of Public Security said that they are submitting a revised Ordinance on Commune Police (CAX), in which the functions, tasks and authority of CAX will be equivalent to the old district police. If the new regulation is passed, CAX will have the right to detect, combat and handle violations and environmental pollution. The Ministry of Construction is proposing that the Government assign the Provincial People's Committee to develop regulations on management and supervision of dust-causing construction works in the locality. The Ministry of Health is calculating the impact of diseases caused by air pollution, thereby having a scientific basis to issue appropriate recommendations and regulations. The Ministry of Agriculture and Rural Development is implementing many activities such as using remote sensing equipment to monitor air quality in regions, integrating environmental monitoring into hydrometeorological stations, and developing a project to process straw into biochar...

Another notable move is that the Ministry of Agriculture and Environment has drafted a project to establish a National Steering Committee on pollution remediation (focusing on solving inter-sectoral and inter-regional pollution in the Capital region), and is seeking opinions from ministries, sectors, and localities.

The problem of air pollution is not only a problem of a province, city, or locality, but also an inter-regional problem. No matter what solutions Hanoi applies, it will still have air pollution if neighboring provinces and cities still have polluting factories emitting thick smoke, large construction sites causing dust, fields covered in smoke and straw... The above actions show that the authorities have correctly identified the viewpoint of solving air pollution; to have inter-sectoral, inter-regional solutions, closely coordinated, synchronous, both urgent and aiming for long-term effectiveness.
