Technological autonomy, the foundation for protecting digital sovereignty

In recent years, digital transformation has taken place at an unprecedented speed, leading to the risk of increasingly sophisticated, large-scale and unpredictable cyber attacks. Cyberspace has become the “infrastructure of all infrastructures”, where the digital economy , national governance, public services, financial transactions and the operations of millions of businesses and organizations operate. Therefore, cyber security is no longer just a technical issue, but a strategic requirement, of vital importance to the stability and development of the country.

The draft Law on Cyber ​​Security 2025 is built on the basis of merging the Law on Cyber ​​Security 2018 and the Law on Network Information Security 2015, ensuring unified management, no overlapping tasks between ministries and branches, and in line with the policy of decentralization and delegation of power in the spirit of Resolution 18 of the Central Committee. One of the outstanding new points of the draft is to encourage and prioritize the use of cybersecurity products and services developed by Vietnam, an important strategy to enhance national technological autonomy.

Speaking at the National Assembly on November 7, Senior General Luong Tam Quang, Minister of Public Security , emphasized: “In the digital age, no country or organization can ensure cyber security on its own.” In the same spirit, the message of United Nations Secretary-General António Guterres at the signing ceremony of the Hanoi Convention in late October 2025 stated: “In cyberspace, no one is safe until everyone is safe.”  

These messages establish an urgent need: to be safe, we must think ecologically and act in alliances. Vietnam pursues that philosophy when building the 2025 Cyber ​​Security Law, ensuring that cyber security is not only sufficient, but also sustainable, in-depth, and self-sufficient.

Towards a modern legal corridor

The November 17th seminar organized by the National Cyber ​​Security Association is an opportunity for management agencies, technology enterprises, research institutes and the expert community to discuss in depth the Draft Law on Cyber ​​Security 2025. This is an important activity, contributing to the completion of the legal corridor to protect cyberspace and promote technological autonomy.

Lieutenant Colonel Nguyen Dinh Do Thi (Ministry of Public Security) said: Dependence on foreign technology is one of the three biggest risks to national security and social order. Therefore, the draft Law provides many mechanisms for the State to create conditions for agencies, organizations and enterprises to improve their autonomy, from equipment production to testing, evaluating and checking network security.

From an expert perspective, Associate Professor Dr. Nguyen Ai Viet, Director of the Institute of Technology and New Intelligence Education, affirmed that in the long term, autonomous products are a vital factor. He emphasized the need for a policy requiring organizations to build a network security architecture, in which a domestic defense layer is a mandatory requirement to overcome the weaknesses of imported solutions. At the same time, the Ministry of Public Security needs to build a National Cyber ​​Security Architecture Framework as a unified foundation for the entire defense ecosystem.

Representing the enterprise, Mr. Tran Quoc Chinh, Vice Chairman of CMC Group, General Director of CMC Cyber ​​Security, said that the Cyber ​​Security Law 2025 will create a clear legal foundation, opening up a stable market for Vietnamese enterprises. He proposed to soon issue a set of national technical standards and regulations for each group of cybersecurity products and services, as well as a set of criteria for evaluating and ranking national cybersecurity. This is a condition for implementing system inspection and assessment activities before putting them into operation.

Mr. Nguyen Minh Duc, Chairman of the Cyber ​​Security Services Club and CEO of CyRadar, emphasized that the breakthrough factor of the law is to prioritize the use of cyber security products and services developed in Vietnam. This establishes the cyber security industry as a strategic field, helping domestic enterprises have a clear market, specific investment resources and opportunities to accelerate.

In particular, the regulation requiring at least 10% of IT project funding to be spent on cybersecurity will create a sustainable market, promoting safer and more professional digital transformation.

From a policy perspective, Mr. Vu Ngoc Son, National Cyber ​​Security Association   The draft Law is considered a big step forward, forming a unified, flexible and modern legal framework. When promulgated, the Law will help: Protect national digital sovereignty and data. Enhance defense capacity, reduce dependence on foreign technology. Promote the strong development of the Made in Vietnam cybersecurity product ecosystem. Technological autonomy - the driving force for the development of Vietnamese enterprises.

Opinions at the seminar agreed that cybersecurity today is not only a protective role, but also a driving force for innovation and safe digital transformation. Encouraging the use of Made in Vietnam products will create a “double boost”: helping Vietnam protect digital sovereignty, while creating a market and driving force for R&D investment for domestic enterprises.

The analysis at the seminar clarified the core spirit of the 2025 Cyber ​​Security Law: establishing a solid and modern legal framework, while opening the door wide for the Vietnamese digital technology ecosystem to develop autonomously, creatively, safely and sustainably.

The Organizing Committee hopes that the recommendations and proposals at the seminar will become important materials for the process of perfecting and implementing the law in the coming time, contributing to making Vietnam a leading country in protecting cyber security as well as developing the digital industry.

The November 17th discussion is the opening activity in a series of discussions on the Cybersecurity Law 2025 organized by the National Cybersecurity Association. The second discussion will take place on November 24, 2025 with the theme “Cybersecurity Law 2025: Protecting users and national digital sovereignty”, expected to have the participation of critical infrastructure enterprises, banks, cross-border platforms and organizations providing important digital services.
