At the Festival, General Secretary To Lam, National Assembly Chairman Tran Thanh Man and delegates and people from residential area Cluster 1 of Ba Dinh Ward reviewed the glorious tradition of the Vietnam Fatherland Front over the past 95 years; evaluated the results achieved in implementing the program. Campaigns and patriotic emulation movements in 2025 of the inter-residential area of Cluster 1 and Ba Dinh ward, launching people to compete to carry out the goals and tasks of 2026.

The National Assembly Chairman said that in 2025, despite many difficulties and challenges, the country's GDP growth is expected to reach over 8%; GDP per capita is estimated at 5,000 USD. State budget revenue in the first 10 months reached over 2.13 million billion VND, equal to 109.1% of the annual estimate and up 28.5% over the same period last year. GDP size is estimated at about 510 billion USD.
It is forecasted that by 2025, our country will achieve and exceed 15/15 main targets; in the 2021-2025 period, it will achieve and exceed 22/26 targets, including completing all social targets. The work of preventing and combating corruption, waste, and negativity has achieved many positive results; the fields of culture, education, health, social security, national defense - security, and foreign affairs are increasingly effective.
The National Assembly Chairman acknowledged and warmly commended the achievements of Hanoi City and Ba Dinh Ward in recent times.
After the merger, Hanoi has 126 communes and wards (51 wards, 75 communes). The total product in the city accounts for about 8% - 10% of the country's GDP. Budget revenue is among the top 2 localities with the largest budget contribution (along with Ho Chi Minh City), accounting for about 26% of the country's total budget revenue. The service sector accounts for the largest proportion (over 60% of GRDP).
In 2025, Hanoi will continue to affirm its role as a development locomotive with positive results, expected to achieve 23/24 main targets, of which 2 important targets will exceed the Plan: GRDP per capita reaches 176.4 million VND; export turnover growth rate reaches 11.6%; GRDP in the first 9 months of 2025 increases by 7.92%, striving to increase by 8.5% for the whole year . Total state budget revenue by October 31, 2025 will reach 567.9 trillion VND, of which domestic revenue will be 534.9 trillion VND (up 35.0%) (equal to 27% of the total state budget revenue in 10 months of the whole country).
The National Assembly Chairman pointed out that the above achievements of Hanoi have important contributions from 126 communes and wards, especially the contribution of Ba Dinh ward.
After listening to the reports of the Front Working Committees, the National Assembly Chairman congratulated the outstanding results that the inter-residential area of Cluster 1, Ba Dinh Ward had achieved; expressed his joy at the atmosphere of solidarity, joy, excitement, and friendship; highly appreciated the Front Working Committees for always being close to the people, maintaining security and order, and improving the material and spiritual life of the people.
Emphasizing that 2026 is the beginning of a new term, a new development stage of the country, National Assembly Chairman Tran Thanh Man hopes that the Party Committee, government and people of Hanoi city in general and Ba Dinh ward in particular will join hands and focus on implementing the following key tasks:
Firstly: focus on directing the implementation of the recent Hanoi City Congress Resolution; gradually and decisively resolve four issues: traffic congestion; urban order, green, clean, beautiful, civilized; environmental pollution, water and air pollution; flooding in urban and suburban areas and especially strive to "finish" the tasks by 2025.
Second , strongly innovate the content and methods of operation of the Fatherland Front at all levels according to the very specific and profound instructions of General Secretary To Lam, that is, Front and mass organization cadres must maintain "3 closeness": close to the people - close to the grassroots - close to the digital space; "5 musts": must listen - must dialogue - must be a role model - must take responsibility - must report results; "4 nos": no formality - no avoidance - no shirking - no mishandling of functions.
Third, organize more effectively the campaign " All people unite to build new rural areas and civilized urban areas " , promote the self-management role of the people, build "bright, green, clean, beautiful, safe" areas, closely link with the movement "All people protect national security"... strive to have no social evils, no use, sale of electronic cigarettes, drugs, or law violators.
