Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health has clearly identified comprehensive, synchronous and multi-dimensional goals, tasks and solutions in terms of health, environment, socio-economy, security and order, communication, education; improving medical ethics, developing quality medical human resources... However, on the basis of reviewing the current problems, difficulties and shortcomings of the health sector, it is very necessary to develop a resolution focusing on solving breakthrough and strategic issues to promptly institutionalize Resolution No. 72-NQ/TW of the Politburo to develop the health sector, including policies for health workers.
Accordingly, the draft resolution expands health care benefits and reduces medical costs for people. Specifically, from 2026, people will be entitled to periodic health check-ups or free screening at least once a year according to priority groups and roadmaps. By 2030, the policy of exempting hospital fees will be implemented according to a roadmap suitable to the socio -economic development conditions of the country and the balancing capacity of the Health Insurance Fund. From 2027, people will be exempted from hospital fees at a basic level within the scope of health insurance benefits; health insurance participants who are social policy beneficiaries, the disadvantaged, low-income people and some other priority groups will have their benefits increased within the scope of health insurance benefits. Also starting from 2027, health insurance participants who are near-poor households and elderly people aged 75 and over who are receiving social pension benefits will be entitled to 100% coverage of medical examination and treatment costs within the scope of health insurance benefits. It can be seen that these are breakthrough policies that people are eagerly waiting for, aiming to create conditions for people to receive comprehensive health care, as well as reduce costs when accessing medical services. However, to ensure smooth implementation in the future, the Government needs to clarify the content of "free hospital fees at the basic level" within the scope of health insurance benefits. Along with that, it is necessary to clarify, "Is the increase in the level of benefits within the scope of health insurance benefits compared to the basic level or what level?
In addition, the draft resolution also stipulates salary and allowance policies that are preferential and attractive to medical staff. Accordingly, the draft resolution stipulates: doctors (including traditional medicine doctors, dentists), preventive medicine doctors, pharmacists are ranked from level 2 of the recruited professional title. People who regularly and directly work in medical professions in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology are entitled to a preferential occupational allowance at the rate of 100%. People who regularly and directly work in medical professions at commune-level health stations and preventive medical facilities are entitled to a preferential occupational allowance at the rate of: 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, border areas, islands, etc.
However, one of the key tasks clearly stated in Resolution No. 72 is: "Prioritizing the arrangement and mobilization of resources, having outstanding policies and mechanisms to develop health human resources" is not clearly defined in the draft Resolution. Therefore, the drafting agency needs to research and specifically institutionalize these contents in the draft Resolution to ensure a specific mechanism and breakthrough policies in attracting, training, using and rewarding health workers, especially at the grassroots health level, remote areas, border areas and islands.
The proposed mechanisms and policies as in the draft Resolution not only promptly institutionalize Resolution No. 72-NQ/TW of the Politburo but also create an important legal foundation for comprehensive innovation of the health system, including improving the quality of medical staff, aiming at the goal of improving the health and quality of life of all people.
