Presenting the Draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health, Minister of Health Dao Hong Lan said that the purpose of issuing the Resolution is to effectively implement Resolution 72-NQ/TW, which identifies a number of specific mechanisms and policies that need to be immediately implemented in accordance with the contents assigned by the Politburo and ensure feasibility.

The Minister of Health also said that Resolution No. 72-NQ/TW stipulates 6 groups of tasks including: Strongly innovating thinking and action in leadership, direction, organization of implementation of work to protect, care for and improve people's health; Timely perfecting institutions, focusing on improving the capacity of the health system, especially preventive medicine, grassroots health, promoting the strengths of traditional medicine; Improving medical ethics, developing quality and synchronous health human resources, meeting patient satisfaction and international integration; Promoting health financial reform and effective and sustainable development of health insurance policies; Breakthrough in science and technology development, innovation and comprehensive digital transformation in health care; Promoting the development of private health, mobilizing and effectively using all resources for health development.
Through review, the Ministry of Health found that some contents need to be implemented regularly and continuously, under the responsibility of different agencies and have been regulated by documents such as issues of propaganda, medical expertise; prevention and combat of abuse and profiteering. Some contents have been included in draft legal documents to be submitted to competent authorities for promulgation according to regulations or have been integrated into socio-economic development programs and projects such as the Law on Disease Prevention, the Law on Population, the National Target Program on Health Care, Population and Development for the period 2026-2035... Some contents can use other management tools to implement such as issues related to health training, raising awareness of health care, organizational apparatus,...

Therefore, the Government proposes that this Resolution only stipulates a number of mechanisms and policies according to the following principles: Contents are under the decision-making authority of the National Assembly. Issues that need to be implemented immediately but have not been regulated in the Laws or are different from the provisions of the current Laws but have not been amended or supplemented. Issues that have been included in other documents, programs and plans of the National Assembly are not included in the draft Resolution.
Based on the review of current problems, difficulties and shortcomings in the health sector, the draft Resolution is expected to focus on solving breakthrough and strategic issues to promptly institutionalize Resolution 72-NQ/TW of the Politburo and to develop the health sector . In particular, for the group of policies on reducing health care costs for people, from 2026, free periodic health check-ups will be conducted at least once a year according to priority groups and roadmaps.
Accordingly, it will organize coordination between periodic health check-ups, free screening, health check-ups for students, occupational disease check-ups, health check-ups for workers according to regulations and health insurance medical examination and treatment to provide free medical check-ups and complete the creation of electronic health books for all people and assign the Government to determine appropriate funding sources for implementation.
Clarifying the basis and basis for selecting only specific tasks and solutions of Resolution No. 72
Reviewing the draft Resolution, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh said that the draft Resolution is consistent with the Party's policies and guidelines, and has institutionalized a number of contents in Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health (Resolution No. 72).

In Submission No. 869, the Government identified 6 groups of tasks in Resolution No. 72, the draft Resolution only stipulates 4 groups of policies: reducing medical costs for people; regimes and policies on salaries and allowances for medical staff; specialized training in the health sector; land, tax, finance.
The Committee on Culture and Society basically agrees with the approach and principles for selecting policies stipulated in the Government Resolution.
The Committee finds that a number of tasks and solutions set out in Resolution No. 72 have not been fully researched and institutionalized in the draft Resolution. Therefore, the Committee requests that the drafting agency continue to carefully review and explain each content in the tasks and solutions of Resolution No. 72 to clarify the basis and basis for selecting only a number of tasks and solutions of Resolution No. 72 as in the draft Resolution.

Specifically: Selected content specified in the draft Resolution; content institutionalized in the draft Population Law and the draft Disease Prevention Law (both submitted to the National Assembly at the 10th Session); content proposed to be included in the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035; content specified in other documents.
For tasks and solutions in Resolution No. 72 that have not been specified in the draft Resolution, it is necessary to explain specifically and clarify the reasons to ensure consistency with the principles identified in Submission No. 869.
