On the morning of November 17, Minister of Health Dao Hong Lan presented to the National Assembly a draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health.
One of the basic contents of the draft resolution, the Minister of Health mentioned a group of policies on reducing medical costs for people.
Proposal to pilot and diversify health insurance packages and health insurance
Accordingly, from 2026, free periodic health check-ups will be conducted at least once a year according to priority groups and roadmaps as well as budget balance capacity.

Along with that is the coordination between periodic health check-ups, free screening, health check-ups for students, occupational health check-ups, health check-ups for workers and health insurance health check-ups and treatment to provide free health check-ups and complete the creation of electronic health books for all people.
The funding for implementing this policy, according to the Government 's report, comes from many different sources.
Specifically, with the policy of periodic health check-ups, the Government said that businesses will pay for employees according to regulations. The State budget will pay for priority subjects first, estimated at about 6,000 billion VND/year and can gradually increase according to the balance.
Regarding free screening, funding from the National Target Program on health care, population and development for the period 2026-2035.
In addition, the Government proposes to exempt hospital fees at a basic level within the scope of health insurance benefits according to a roadmap, in accordance with the country's socio -economic development conditions.
Accordingly, from 2027, the benefit level within the scope of health insurance benefits will be 100% for subjects belonging to near-poor households and elderly people aged 75 and over who are receiving social retirement benefits.
The impact of the Health Insurance Fund when increasing the benefits of these groups is estimated to range from 455 billion VND to more than 2,738 billion VND, according to Government calculations.
The Government also proposed that the National Assembly allow pilot implementation and diversification of health insurance packages and supplementary health insurance according to people's needs.
The Minister of Health emphasized that this is a new policy of the Party that has not been stipulated in the Law on Health Insurance, so it needs to be specified by the National Assembly to have a legal basis for implementation.
The budget ensures regular expenditures and investment expenditures for grassroots health care.
Regarding the policy group on regimes, salary and allowance policies for medical staff, the Government proposes not to regulate other specific subjects but only regulate the regime for subjects specifically identified in Resolution No. 72.

Accordingly, 100% for people who regularly and directly work in medical profession at commune-level health stations, preventive medical facilities in ethnic minority and mountainous areas, areas with difficult or especially difficult socio-economic conditions, border areas, islands, the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some other special subjects suitable to the conditions of economic and social development as well as the ability to balance the budget.
To implement this policy, the State budget is estimated to spend more than 4,481 billion VND.
Along with a group of breakthrough policies on land, tax, and finance, the Government proposes that the State budget ensures regular expenditures and investment expenditures for primary health care and preventive health care, regardless of the level of financial autonomy.
The government said that most preventive and primary health care facilities have low income. The state budget is only enough for minimum operations (basic salary, epidemic prevention materials), so it is very difficult for units to generate additional income.
The Government calculates the investment budget for primary health care at about VND52,500 billion (VND43,000 billion for the 2026-2030 period; VND9,500 billion for the 2031-2035 period); Preventive medicine at VND28,700 billion (VND18,700 billion for the 2026-2030 period; VND10,000 billion for the 2031-2035 period).
To have time to prepare documents guiding implementation, the Ministry of Health proposed that the Resolution will take effect from January 1, 2026.
