On the morning of November 17, Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, submitted to the National Assembly a resolution on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development.

This content is to implement Resolution 71 of the Politburo on breakthrough in education and training development.

It is recommended to clarify and avoid misunderstanding that priority is given to providing free books to places with conditions instead of prioritizing students in disadvantaged areas.

Notably, the draft stipulates that the Minister of Education and Training decides on a set of general education textbooks to be used uniformly nationwide, effective from the 2026-2027 school year.

At the same time, the provision of free textbooks for students will be completed by 2030. For localities with conditions, free textbooks will be provided from the 2026-2027 school year.

The State ensures resources to exempt tuition fees and curriculum for national defense and security education subjects at universities and vocational education institutions according to the roadmap prescribed by the Government, in accordance with the ability to balance the state budget, relevant laws and requirements to ensure fairness in access to education.

Examining this content, Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh stated that the Committee basically agrees with the policy stipulated in this article.

However, it is recommended to clarify the regulation that localities with conditions will implement free textbooks from the 2026-2027 school year to avoid misunderstanding that priority is given to providing free textbooks first to students in localities with conditions instead of giving priority to students in disadvantaged areas.

Consider regulating a State mechanism to encourage the attraction of social and local resources with conditions to support disadvantaged localities to implement this policy.

The draft also stipulates that educational institutions are allowed to cooperate with scientific and technological organizations, research institutes, enterprises and other organizations to implement educational programs or training programs linked to labor market needs, scientific research and innovation.

Regarding this content, the appraisal agency proposed to provide specific guidance on the form of cooperation, mechanism and criteria for evaluating the effectiveness of cooperation.

Another content, the draft proposes a special and outstanding policy on treatment for human resources in the education sector.

Accordingly, vocational preferential allowances are implemented according to a roadmap for public preschool and general education institutions with a minimum level of 70% for teachers, 30% for staff and 100% for teachers working in areas with especially difficult socio-economic conditions, border areas, islands, ethnic minority and mountainous areas.

Vocational education institutions and universities are autonomous in deciding on additional income levels for teachers, civil servants and employees from legal sources outside the state budget, in accordance with internal spending regulations and the unit's performance.

Proposed transitional regulations upon the end of the School Council's activities

Draft resolution regulating the content of terminating the activities of the School Council of public educational institutions.

Accordingly, during the transition period when the School Council ceases its operations, within a period of no more than 6 months, the direct management agency shall decide on a number of management and operational contents undertaken by the School Council related to organization and personnel work.

The direct management agency shall consider and decide on suitable personnel based on the standards and conditions for heads of educational institutions prescribed by the Ministry of Education and Training.

The direct management agency decides the number of deputies of the head during the personnel arrangement and handover of the operating mechanism of the School Council.

Allow to keep the number of deputies exceeding the regulation for 5 years and develop a plan to gradually reduce it to comply with the provisions of law.

In addition, the draft stipulates that the State must ensure sufficient spending, at least 20% of the total state budget expenditure for education and training; prioritize budget allocation from increased revenue sources for education and training development, especially in areas with particularly difficult socio-economic conditions...

At the same time, many breakthrough contents are stipulated on recruitment, use, management, and digital transformation mechanisms in education...
