Delegate: Do not use health insurance 'barriers' to limit lower-level patients from going to higher-level hospitals.

On November 17, the National Assembly discussed in the National Assembly's draft resolution group on mechanisms and policies to effectively implement Resolution 72 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

It's time for people with health insurance cards to be examined and treated at any facility.

Presenting his opinion in the discussion, delegate, Professor Nguyen Anh Tri ( Hanoi ) gave his opinion on expanding health care benefits and reducing medical costs for people.

He stated that this is the key content, aiming to achieve the goal of free hospital fees according to the roadmap, especially for the disadvantaged and people in difficult circumstances.

"This content needs to demonstrate the connection between health insurance and the State's support policies in the coming period to ensure the goal of almost free medical examination and treatment for people. This is an extremely important issue," said Mr. Tri.

Recalling the role of health insurance over the past 30 years, Mr. Tri said that this is a key tool to help solve financial problems for people to access health services according to the principle of healthy people supporting sick people. This model has generally been very successful.

However, Mr. Tri also pointed out that the current health insurance mechanism is sometimes seen as a "barrier" to limit patients from lower levels to higher levels.

"The barrier was set up about two decades ago and was considered an advantage, which may have been reasonable. But it is no longer appropriate. So I hope that health insurance barriers will not be used to prevent or limit people from lower levels from going to higher levels.

We now have the conditions to use technological and scientific measures and staff to improve the quality of medical examination and treatment at all levels, especially at the grassroots level.

At that time, people will naturally and voluntarily reduce the need to transfer to higher levels...", he emphasized.

Mr. Tri noted that because the regulations in health insurance were originally suitable for difficult conditions in the past, they partly became an obstacle to the application of scientific and technological advances, leading to obsolescence.

This time, with the State's commitment to financial support to ensure almost free medical examination and treatment, this is a great opportunity to improve the quality of medical services, especially applying technology, digital transformation, applying advanced treatment regimens, bringing the level of diagnosis and treatment closer to that of advanced and developed countries.

According to him, the resolution needs to create a breakthrough to ensure the most convenience for health insurance participants, in the spirit of serving the people and improving the quality of the national health system.

"It's time to resolve the issue of people with health insurance cards being able to receive medical examination and treatment at any facility.

"If they get sick, they must be examined immediately, regardless of whether they are working or living in another province. People have the right to choose the most convenient place to be examined," Mr. Tri emphasized.

Regarding new drugs and new treatment regimens, he recommended promoting application and approval for health insurance payment, helping people access more advanced regimens.

In addition, he also expressed concern about the wording in the draft, such as the sentence "people are exempted from basic hospital fees within the scope of health insurance benefits".

According to him, the phrase "basic level" is the level that has long been enjoyed but is not met and "within the scope of health insurance benefits" can cause misunderstanding and limit people's actual benefits.

He said that health insurance had been built over 30 years, reaching a coverage of over 94% of the population. Therefore, this achievement should not be damaged, but must be consolidated and protected.

Proposal to supplement regulations on training of specialized doctors, specialist doctors and interns

Regarding the training of specialized doctors, specialist doctors and interns, Vice Chairwoman of the People's Aspirations and Supervision Committee Tran Thi Nhi Ha said that this is a special type of specialized training at the postgraduate level in the national education system in the field of medicine and health.

However, the draft resolution has not yet institutionalized this content and the review report of the Committee on Culture and Society stated that this content must be included in the Law on Education and the Law on Higher Education.

However, the latest draft of the Law on Education and the Law on Higher Education also does not have any provisions to institutionalize this content.

Therefore, she suggested that the Ministry of Health and the Ministry of Education and Training advise the Government to propose additional appropriate regulations in the draft resolution of the National Assembly or in the law to clearly stipulate specialized types of training in the field of medicine and health.
