Focus on resources to effectively implement special education policies

Continuing the 10th Session, on November 17, the National Assembly listened to reports and discussed two draft resolutions of the National Assembly on specific mechanisms and policies to make breakthroughs in education and training development; strengthen protection, care, and improvement of people's health... and a number of other important draft laws.

Deploying electronic health check-up books for all people

Discussing in groups the draft Resolution of the National Assembly on specific mechanisms and policies (Resolution) to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, delegates highly appreciated the efforts and urgency of the Government to remove current obstacles for education development. However, many opinions suggested that the Resolution needs to be highly feasible, have a strict legal design, ensure a mechanism for controlling power, and most importantly, have a clear resource plan to implement "breakthrough" commitments for the education sector, especially in areas with many difficulties.

Delegate Nguyen Thi Tuyet Nga (Quang Tri Delegation) said that the draft Resolution stipulates many outstanding policies, requiring huge resources, such as: Special policy on preferential allowances for professions with a minimum level of 70% for teachers, 30% for staff; implementation of free provision of textbooks, exemption of tuition fees... but the draft document does not have an assessment of policy impact, specific resources for implementation. Therefore, the delegate suggested that the Resolution should focus on investment resources and financial mechanisms for education ; promote autonomy for education; land policy and education socialization policy - issues that are still facing many difficulties in reality, but the draft Resolution, as well as the three Laws on Education, have not yet resolved.

With the regulation on a minimum vocational incentive allowance of 70% for preschool and primary school teachers and 100% for teachers in extremely disadvantaged areas, delegate Le Thu Ha (Lao Cai Delegation) suggested that the Government should submit a medium-term financial plan for 2026-2030 for this group of policies along with the Resolution and have a roadmap to prioritize implementation in extremely disadvantaged areas where there is a severe shortage of teachers.

Regarding the specific mechanism and policies for developing human resources in the education sector and decentralizing human resource management, the draft Resolution has given the right to recruit, mobilize, and transfer teachers and managers to the Director of the Department of Education and Training and the Chairman of the People's Committee at the commune level. According to delegate Chamaléa Thi Thuy (Khanh Hoa delegation), it is necessary to add a strict monitoring mechanism to ensure that decentralization is carried out transparently, avoiding abuse of power or shortcomings in implementation at localities, especially in the context of merging administrative units.

Regarding the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, delegates suggested the need to improve the capacity of the health system, especially preventive medicine, grassroots health care, promote the strengths of traditional medicine, health insurance policies, innovation and comprehensive digital transformation in people's health care... Some delegates commented that the implementation of electronic health records for all people is the right policy but it is necessary to ensure information technology infrastructure, data and connection conditions; especially in remote and isolated areas.

Also in the group discussion session yesterday morning, the National Assembly discussed the draft Law on National Archives (amended).

Prevent unauthorized sharing and misuse of image data

Discussions in the hall yesterday afternoon about the Draft Law on amending and supplementing a number of articles of 10 laws related to security and order, a number of regulations related to the Law on Order and Road Traffic Safety received the attention of delegates. Delegate Pham Van Hoa (Dong Thap Delegation) said that it is necessary to consider, review the necessity, and assess the impact of the regulation that transport business vehicles must install additional equipment to record images in passenger compartments because this affects personal rights and human rights. According to delegate Chu Thi Hong Thai (Lang Son Delegation), the draft has not clearly defined the subjects that can access data, access conditions, access control mechanisms, as well as requirements to prohibit the use or sharing of data outside the scope of the law...

Explaining concerns about the privacy protection of the above regulation, General Luong Tam Quang, Minister of Public Security, said that this is a regulation to protect the rights of passengers and ensure the safety of public transport. The drafting agency will continue to research and thoroughly assess the full impact on all types and means of transport. The collected data will be protected according to the law and all violations will be handled.

Commenting on the Draft Law amending and supplementing a number of articles of the Law on Judicial Records, some delegates clarified the causes leading to the abuse of judicial records and at the same time suggested that the drafting agency review, carefully analyze and supplement regulations on criteria and bases for providing judicial records No. 1 and No. 2. The use of judicial records must have the consent of the person issued with a judicial record according to the provisions of the law on personal data protection. In addition, clearly stipulate sanctions for agencies and organizations that are not allowed to request individuals to provide judicial records No. 2; study another mechanism to inform individuals about their criminal record status because the issuance of judicial records No. 2 can be self-looked up on data on VNeID.

Discussing the draft Law on amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization yesterday afternoon, paying attention to the scope of use of the National Defense Industry Fund and the Security Industry Development Investment Fund, delegates proposed clarifying the boundaries between the two types of funds, ensuring no cross-use or duplication of tasks.
