According to the 2025 poor household review report, Hoanh Son ward currently has 91 households (accounting for 1.75%) and 144 near-poor households (accounting for 2.75%), down 15 households and 11 households respectively compared to 2024.
These figures are the result of a poverty reduction strategy that does not follow a single model, but is based on many diverse livelihoods: growing Ky Nam yellow apricot, raising cattle on farms, borrowing capital to develop services and trade...

Among the implemented models, growing Ky Nam yellow apricot is the most effective livelihood. Currently, the whole ward has more than 100 households growing with a total area of more than 7 hectares, bringing in a stable income of several tens to several hundreds of millions per year/household. In recent years, when the demand for apricot and ornamental plant market has strongly developed, Ky Nam yellow apricot has become a clear advantage.
Mr. Nguyen Ngoc Hao - Head of Tan Thanh Residential Group, said: "After the merger, many households boldly restored old apricot gardens or opened new areas. Ky Nam yellow apricot is suitable for poor households because the investment capital is not too large, the care is mainly done by family labor. People see that the tree is suitable for the land and the market, so everyone is excited to expand it...".



Mr. Hao added that in Tan Thanh residential area, there are currently nearly 50 households growing apricot, of which more than 3-4 poor and near-poor households have had a stable income thanks to this model. Mr. Nguyen Van Cuu's family is a typical example. Having been poor for many years, his wife has passed away, thanks to loans and technical guidance on growing Ky Nam yellow apricot, Mr. Cuu's family now has 200 apricot trees, bringing in a stable income, thanks to which the family has risen out of poverty.
Mr. Cuu shared: “At first, I was worried about whether it would be successful, but the neighborhood committee and technical staff gave me detailed instructions. The plants were suitable for the soil so they grew quickly. Last Tet, I sold several tens of millions of yellow apricot flowers; part of it was to pay off my debt, the rest was used to continue expanding my garden…”.


While yellow apricot is suitable for households with garden land, the model of raising breeding cows and farm cows is the choice of many households in the hilly area of Hoanh Son ward. Mr. Nguyen Dinh Hien (Lien Son residential group) shared: “In the beginning, our family planted fruit trees and raised chickens, but the economic efficiency was not high. When the ward encouraged me to borrow capital for production and business, I boldly borrowed capital from the Policy Bank to buy 5 breeding cows. Up to now, the herd of cows has developed stably, with 15 cows for sale; the average annual income from raising cows is more than 200 million VND…”.
Not only agriculture , many poor households also choose to develop services and trade, taking advantage of the development of Vung Ang Economic Zone. Thanks to loans of 50-100 million VND, many households have opened grocery stores, food services, home appliance stores, car repair shops... with monthly income of 8-15 million VND.
Mr. Bui Xuan Lam (Lien Phu residential group) said that his family had faced many difficulties in the past due to unstable jobs and income. When the ward guided him to borrow preferential loans, he boldly opened a restaurant to serve the people and workers around the area.
“ At first, I was very worried, but with the encouragement and support of the ward officials, I was determined to do it. The shop opened, the number of customers increased day by day, and my income became more stable. This is a suitable direction for many households in difficult circumstances. As long as you are diligent, have capital and receive timely support, anyone can rise up…”, Mr. Lam shared.

The success of the above development models is the result of the synchronous participation of the political system, especially after Hoanh Son ward operated under the 2-level local government model. Residential groups regularly review poor households according to each group of causes of shortage; the ward organizes technical training, connects businesses, supports loans; organizations implement models to help each other escape poverty, support children to go to school, and repair houses for disadvantaged households.
Mr. Tran Quang Hanh - Vice Chairman of Hoanh Son Ward People's Committee said: "Diversifying livelihoods is a suitable direction for local conditions after the merger. We do not impose a model on people, but rely on the needs and conditions of each household to provide the most appropriate support. When each poor household has its own path to escape poverty, suitable to their capacity and conditions, the results will be sustainable...".
