Integrating resources to achieve the "dual goal"
In My An commune, the two National Target Programs on new rural construction and sustainable poverty reduction are flexibly combined from many resources, helping to promote internal resources and replicate effective livelihood models. Chairman of My An Commune People's Committee Nguyen Huu Dong informed: "The locality established a Steering Committee for National Target Programs, clearly assigning tasks to each member to ensure coordination throughout, and proactively integrating many sources to prioritize hamlets with high rates of poor and near-poor households".
Accordingly, allocated resources focus on upgrading essential infrastructure such as: transportation, irrigation, schools, cultural facilities, electricity systems, clean water, and at the same time strongly implementing livelihood support activities such as vocational training, preferential loans, and support for crops and livestock. In addition, the commune also effectively promotes socialized resources, mobilizing businesses and people to participate in projects and poverty reduction models. Thanks to that, up to now, the commune has completed 19/19 criteria for new rural construction; the poverty rate is 1.07% (mainly lonely elderly people), and near-poor households is 1.88%.
One of the typical households that escaped poverty is Mr. Tran Van Hong (residing in Hamlet 4, My An Commune). Previously, his family was poor, living in a temporary house with unstable income. Thanks to his determination to change his life, combining hard work and effectively taking advantage of preferential loan policies from the Social Policy Bank, his family gradually stabilized their livelihood and officially escaped poverty in 2024.
Mr. Tran Van Hong shared: “Thanks to preferential loan support from the Social Policy Bank, my family has the money to buy a boat to transport rice, so life is much better. The commune also regularly visits and supports the family. Although there are still many things to worry about, I always try my best to improve with the hope that my children will have better conditions when they grow up.”
"Bright spot" in poverty reduction work

My Yen commune mobilizes many resources to reduce poverty
Identifying sustainable poverty reduction associated with building advanced new rural areas as a key task, My Yen commune has constantly innovated its methods, effectively mobilized resources and implemented many practical models, helping people increase their income and improve their lives. Chairman of My Yen Commune People's Committee Nguyen Quoc Hung said that the commune has proactively integrated many resources and allocated resources in the right direction. Thanks to that, the work of supporting livelihoods and improving the quality of new rural criteria has been effective.
The locality has implemented many effective support models. In particular, the project of raising breeding cows has helped 20 poor, near-poor and disabled households to develop sustainable livelihoods. The Fatherland Front and socio- political organizations have also maintained many models such as supporting capital for lottery ticket sales; the Hand-in-Hand Tool - Future Out of Poverty model providing production capital, labor tools, breeding cows; the model of sponsoring poor and disabled women with monthly rice support;... becoming a practical "fulcrum", helping the poor have a livelihood, the disadvantaged stabilize their lives and reduce the risk of falling back into poverty.
Currently, My Yen commune still has 3 poor households and 51 near-poor households. People are more aware of the role of self-reliance, not waiting or relying on others, at the same time typical examples of escaping poverty are being replicated, spreading the spirit of striving to rise up. A typical example is Mr. Huynh Ngoc Tra (residing in Lo Gach hamlet, My Yen commune), from a poor household before 2020, with the will to rise up, now Mr. Tra has not only built a solid house but also stabilized his livelihood, his 3 daughters all have stable jobs, helping the family to firmly escape poverty sustainably.
Mr. Huynh Ngoc Tra shared: “In the past, my family grew rice and only had enough to live day by day, always lacking. Our house was a thatched house, it leaked when it rained, we didn’t dare sleep peacefully. It wasn’t until 2020 that my wife and I decided to sell 0.2 hectares of land to repair the house. With the remaining money, I managed to make a living and escape poverty.”
Most of the poor and near-poor households in the commune are in particularly difficult circumstances such as not being able to work, not having land for production or limited vocational skills. To solve the problem, the local government regularly mobilizes benefactors to support necessities, deploying social security models for disabled households, lonely elderly households;....
With the government's determination and the people's efforts, localities are getting closer to the goal of sustainable and comprehensive rural development./.
