Ho Chi Minh City proposes standardizing house number data linked to land data

The Department of Construction of Ho Chi Minh City has just sent a document to the People's Committee of Ho Chi Minh City regarding the review and standardization of house number data after arrangement, linked with land data, land plot coordinates, routes, and postal codes.

According to the Department of Construction, the work of issuing house number certificates, organizing the numbering and attaching house number plates is under the authority of the People's Committee at the district level, now the People's Committee at the commune level. The work of reviewing, managing, storing, updating information and data on house numbering and attaching house number plates, synchronizing with the land database, is also under the responsibility of the district level, now the commune level.

Currently, records on house numbering and plate numbering, construction works are stored at the Urban Management Department of the District People's Committee and at the Commune People's Committee. However, this storage is mainly manual, scattered, and there is no centralized electronic data system.

Up to now, the City Police and the Department of Agriculture and Environment have synchronized over 80% of land data in Ho Chi Minh City after administrative reorganization. To meet the requirements in data management and synchronization, it is necessary to build a common software for 168 wards, communes, and special zones in the work of numbering and attaching house numbers and construction works.

This will help unify the process and procedures for numbering and attaching house numbers throughout Ho Chi Minh City; increase the application of information technology, reduce the use of paper records, improve the efficiency of data storage and sharing; ensure information and data on house numbers are connected and shared with the National Population Database...

Based on the above regulations and practical basis, the Department of Construction recommends that the People's Committee of Ho Chi Minh City assign the Department of Agriculture and Environment to share the entire updated land database, along with cadastral maps with address information to 168 wards, communes, and special zones to continue reviewing, comparing, updating, and cleaning house number data. At the same time, transfer to the Department of Construction to manage and urge the process of updating house number information into the land database of the People's Committees of wards, communes, and special zones.
