
According to the new plan, Da Phuoc landfill only accepts solid waste from 6 p.m. to 6 a.m. the following morning. This causes the entire 1,800 tons of waste collected during the day to be transferred to be processed at night, while the circulation and turning time of vehicles are limited due to the hourly vehicle ban in the inner city. If the waste cannot be transported to Da Phuoc in time, it will have to be sent to the Northwest Solid Waste Treatment Complex, increasing the distance by 25 km and the transportation cost.
The Department of Natural Resources and Environment proposed that the Ho Chi Minh City People's Committee temporarily pay 50% of the costs arising from the difference in transportation to public service units, and at the same time propose that vehicles transporting solid waste be given priority to continuously circulate during the prohibited hours.
Specifically, it is proposed to adjust the current ban on trucks in the inner city from 6:00 a.m. to 9:00 a.m. and 4:00 p.m. to 8:00 p.m. to 7:30 a.m. to 9:00 a.m. and 4:00 p.m. to 5:30 p.m. At the same time, it is recommended to exempt the issuance of permits for inner-city circulation for vehicles transporting solid waste, or if not exempted, to extend the permit period from 3 months to 6-12 months, or according to the vehicle technical inspection period.
The Department of Natural Resources and Environment also proposed simplifying licensing procedures, allowing approval according to the list of vehicles compiled by the department and sent to the Department of Construction for approval.
